This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

The Risk Management work unit is part of the Enterprise Risk Management group and provides support for all divisions of the Council.

The primary functions of the work unit are to administer the Council's self-insured claims, partner with other units for loss prevention and loss reduction strategies, and financial responsibility for claim reserves.

How your work would contribute to our organization and the Twin Cities region :

The Workers' Compensation Claims Representative will administer Minnesota lost time and medical-only Workers' Compensation claims within the Metropolitan Council's self-insured programs and work with other departments on return-to-work and litigated claims.

This position is required on occasion to travel within the Twin Cities metropolitan area.

What you would do in this job

  • Coordinate and handle all aspects of the Minnesota Workers' Compensation claims for a self-insured, self-administered organization, including a thorough investigation and statements.
  • Work with legal counsel in managing litigated files.
  • Work with other departments to facilitate a return-to-work strategy for employees on Workers' Compensation leave.
  • Investigate and pursue subrogation, as appropriate.
  • Participate in bi-annual claims meetings with internal departments.
  • Review medical, legal, and miscellaneous invoices to determine if reasonable and related to the Workers' Compensation claim.

Negotiate any disputed bills for resolution.

  • Adjust claims with the ability to follow company / departmental policies and procedures.
  • Perform other related duties as assigned.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations in completed education (degree field of study in Business, Liberal Arts or related field) and experience ( in Workers' Compensation claims adjusting with an insurance company, third-party administrator, or self-insured employer ) :

  • High school diploma / GED with seven years of experience
  • Associate degree with five years of experience
  • Bachelor's degree with three years of experience

What additional skills and experience would be helpful in this job (desired qualifications) :

  • Experience reviewing Workers' Compensation accident and injury reports
  • Experience determining disability ratings, vocational rehabilitation, job placement and return-to-work programs
  • Experience establishing and maintaining monetary case reserves
  • Experience calculating complex Indemnity and / or Permanent Total Disability (PTD) benefits
  • Experience working with Worker's Compensation Reinsurance (WCRA)
  • Experience pursuing subrogation
  • Experience negotiating settlements with claimants and attorneys in accordance with settlement authority
  • Experience preparing reports detailing claims, payments, and reserves
  • Experience working with diverse populations of internal and external customers
  • Experience working in MS Word, Excel, and Outlook
  • Experience using MN DOLI Campus (Work Comp Systems for State of Minnesota)

What knowledge, skills, and abilities you should have within the first six months on the job :

  • Thorough knowledge of Workers' Compensation laws, State of Minnesota statutes, procedures and case law regarding Workers' Compensation.
  • Skilled in working with Risk Management Information Systems.
  • Knowledge of Microsoft Word, Excel, and Outlook.
  • Knowledge of medical and legal terminology.
  • Skill in persuasion when dealing with others, both inside and outside the Council.
  • Ability to write clear, well-written reports.
  • Ability to communicate with employees, physicians, attorneys, and other stakeholders

You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.
