POSITION SUMMARY :

The Project Specialist, under the general direction of the Housing Director, is responsible for providing expertise in negotiating, preparing, submitting and reporting on the Housing Authority's grants.

The position is responsible for difficult to complex grant, accounting and administrative projects requiring diverse, advanced knowledge and expertise relating to strategic NG POSnjand development planning and grant writing.

The position is responsible for reading, interpreting and developing a plan to implement awarded grants which includes providing materials to staff to assist in carrying out grant requirements.

ESSENTIAL FUNCTIONS : (includes, but is not limited to, the following)

  • Submits timely and accurate competitive grants including writing, packing, implementing and reporting.
  • Formulates required reporting including Annual Performance Report, Self-Monitoring, Indian Housing plans and other grant activities.
  • Coordinates, facilitates and monitors grant plan and implementation with key personnel.
  • Collects, analyzes and interprets statistical and other data to support grant activities.
  • Researches and secures grants, loans, Federal and non-profit funding resources to fund and further the Housing Authority goals.
  • Reviews and processes project documents i.e. contract and grant agreements for Housing Director.
  • Performs feasibility studies, needs assessments, surveys and analysis to determine membership housing needs.
  • Facilitates strategic planning activities and development of comprehensive strategic plans and monitors goals and objectives.
  • Coordinates the development and implementation of special projects as directed.
  • Assists in the development of budgets and budget modifications.
  • Monitors the Emergency Response Plan, i.e. maintain, implement and update.
  • Develops media materials : newsletters, television and radio, brochures and fact sheets on Housing Authority current events.

ADDITIONAL RESPONSIBILITIES : (includes, but is not limited to, the following)

  • Performs community-based planning process, develops plan and facilitates community meetings.
  • Develops and conducts educational presentations to local government officials, tribal decision makers, housing residents and Board of Commission and other community groups.
  • Provides technical support for Housing Administration.
  • Maintains appropriate files, prepares correspondence, reports and written documentation.
  • Prepares related grant implementation and training materials.
  • All other job-related duties as assigned.

CONTACTS :

Immediate peers, peers in other departments, immediate supervisor / manager, managers in other departments, Executives, Board of Directors, Housing Board of Commission, HUD, local, state and federal grant agencies, customers and vendor / service providers.

PHYSICAL REQUIREMENTS :

Position sedentary primarily sitting / lifting a maximum of 10 pounds. Physical factors include constant typing; frequent sitting, use of hearing, near vision;

and occasional standing, walking, carrying / lifting, manual handling, use of midrange / far vision, depth perception and color / field of vision.

Working conditions include occasional exposure to weather, extreme heat / cold, wet / humidity, noise and vibration. Potential hazards include constant computer use and occasional equipment use.

REQUIREMENTS :

Education : Bachelor's Degree in Business Administration or related field; Five years of demonstrated ability in relevant work experience may be substituted for education.

Will accept related field in Public Administration, Office Administration or Computer Sciences.

Experience : Minimum of 2 years of experience working with grants; grant writing, grant submissions and grant implementation required in addition to above stated education requirement.

One year of work experience in an accounting related field preferred.

Certification / License : Will be required to complete and pass pre-employment drug testing.

Knowledge, Skills and Abilities : Excellent knowledge of practices and formats for development and strategic planning required.

Must have working knowledge of word processing, spreadsheet, and database software. Exposure to accounting software preferred;

specifically, JD Edwards. Must have submitted grant applications and successfully obtained grant awards. Working knowledge and proficiency in project management and other specialty software programs preferred.

Must have strong interpersonal and problem-solving skills. Must be able to work with minimal to no supervision. Must have organizational skills and be able to plan, prioritize and manage work load to meet goals in a timely manner.

Must have excellent communication skills and be able to communicate clearly in person, in writing, and by telephone and email.

Must be able to establish and maintain an effective working relationship with coworkers, supervisory personnel and the general public.

Must have excellent project management skills; provide strong leadership, prioritize projects tasks and meet project deadlines.

Must be able to exercise good judgment. Must maintain confidentiality. Native American preferred.
