NCAR is excited to announce the job opening for the Assistant Director of Operations role. This position will be responsible for representing NCAR's scientific priorities and needs and contributing to the delivery of business and administrative functions that support the strategic priorities of NCAR and UCAR.
Additionally, the Assistant Director of Operations will direct operational areas in NCAR including human resources processes, workforce planning, space management, management practices, staff development, and administration.
The position will serve as a member of the NCAR Executive Committee and Directorate Senior Management Team and will partner with UCAR Chief Operations Officer (COO) to represent NCAR administrative goals to improve, implement, and support operations and will chair the NCAR Administrative Coordination Team throughout the institution.

What You Will Do
Here is a brief summary of what one would expect to be generally responsible for in this role.
Leadership Administrative / Operations Responsibilities
Directs NCAR and Directorate-level operational areas including human resources processes, workforce planning, space management, management practices, development, budget, and administration.
Incorporatespartners and stakeholders input into the development and implementation of NCAR procedures.
Responsible for facilitating best practices in project management, accountability, decision-making, communication, reporting, compliance, team leadership and matrix management.
Provides oversight and leadership of the delivery of NCAR human resources activities and special appointments to ensure alignment with UCAR policy and procedures as well as NCAR-specific processes.
Oversees the NCAR Appointment Review process and the administration of Appointment Policy and procedures.
In collaboration with UCAR Facilities Management, has overall responsibility for the representation of NCAR's space allocation needs and plans in the UCAR / NCAR space management process.
With collaboration and support from the Library, NCAR labs, the UCAR President's Office, and UCAR Operations, directs and facilitates the preparation of the NCAR Annual Report, metrics reports, operations review materials, etc..
NCAR Management Team
Collaborates with the NCAR web community to ensure innovation and consistency across the institution. Oversees the development and delivery of institutional-level web-based operations tools and resources.
Collaborates with the UCAR Director of Budget and Planning (B&P) and B&P team to represent NCAR requirements in the comprehensive development and delivery of management support tools and rated projects.
Chairs the NCAR Lab Administrators Committee with the NCAR B&P Assistant Director.
Serves as a Directorate representative on ad-hoc committees and leads initiatives and / or cross-divisional administrative projects.
Works closely with the NCAR Deputy Director of Programs and Planning, and Executive Assistant to the NCAR Director to coordinate the planning of key management committee retreats and meetings.
Works closely with the NCAR Director on the administrative and financial management of the National Center, liaising with UCAR Operations and CFO as needed.
Oversees the development of the NCAR Program Operating Plan (POP) and the NCAR POP Progress Report (POPPR) on these projects.
Oversees NCAR planning, review, and approval of staff-related activities, including annual performance evaluations, promotions, job transfers or changes, retirements, reduction in staff, and diversity initiatives.
Serves on NCAR Executive Committee, UCAR Mission Support Councils, UCAR Operations Council, and support to the President's Council members

Education and Experience (Required) :
Master's Degree in Business Administration, public administration, law or other relevant discipline.
9+ years of experience; or an equivalent combination of education and experience.

Demonstrated high-level analytical and organizational skills with the ability to work independently and in teams.
High-level skills in project management and planning.
