Job Description and Duties

The CalSTRS Human Resources Division is seeking a motivated individual to work as an Associate Governmental Program Analyst in the Executive Compensation Unit.

It is the purpose of Human Resources to support the total operation in meeting its goals through its most valuable resource its PEOPLE.

The Executive Compensation Unit manages the activities of CalSTRS Executive and Investment Compensation Program as well as the Career Executive Assignment (CEA) Pay Program.

The unit provides analysis to assist the Director of Human Resources in providing recommendations to the Teacher’s Retirement Board (TRB) in matters of compensation policy to ensure that the compensation program for executive management and investment staff is properly designed to attract and retain highly qualified employees to achieve business and investment objectives.

Under the direction of the Executive Compensation Manager (Staff Services Manager II), the Human Resources Executive Compensation Analyst provides complex analysis and support on matters related to the Teachers’ Retirement Board’s Compensation Policy and programs for executive and investment positions under the board’s compensation setting authority designated in Education Code Section 22212.

The incumbent performs compensation related analytical assignments associated with attracting, motivating, and retaining executive management and investment staff, including base salary and incentive compensation programs.

The ideal candidate will possess the following skills :

  • Microsoft Office skills with emphasis in Microsoft Excel.
  • Written communication skills.
  • Strong commitment to ethics and experience exercising a high degree of discretion, judgment, and tact in dealing with confidential and sensitive issues and information.

Duties will be adjusted at the Staff Services Analyst and Associate Personnel Analyst level.

New to state employees will start at the beginning of the salary range. Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

Telework Information : CalSTRS offers a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

Working Conditions

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings.

Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

Special Requirements

Exam This position requires a current Associate Governmental Program Analyst or Staff Services Analyst Exam.

If you need to take the exam or if your score has expired, to gain list eligibility for the Associate Governmental Program Analyst classification and to gain list eligibility for the Staff Services Analyst classification.

Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice.

The BI will check criminal and civil records and, if applicable, verify education and check driving records.
