Job Summary

The HRIS Manager will be at the forefront of leading the department's efforts to optimize and manage our human resources information systems.

The successful candidate will play a critical role in developing and defining a technology strategy that ensures that systems used by HR not only meet the current demands of the organization but are also poised to accommodate future growth and changes.

The HRIS Manager will ensure alignment of HR's technology systems with the broader goals of the organization, ensuring systems not only support but also drive strategic initiatives.

This role will provide expertise pivotal to fostering a data-driven HR environment and enhancing operational efficiency.

Specific job duties will include :

Strategic System Administration : Lead the strategic oversight of HRIS platforms, ensuring their alignment with organizational goals and objectives.

This involves setting the vision for HRIS utilization, developing long-term plans for system enhancements, and ensuring systems support strategic HR initiatives.

  • Data-Driven Decision Making : Oversee the development and implementation of reporting tools and champion the use of accurate and comprehensive HR data to drive strategic decision-making.
  • Optimization and Innovation : Identify and implement opportunities for system optimization and innovation that align with organizational strategy.

Lead initiatives to integrate new technologies, streamline workflows, and automate processes to enhance overall HR efficiency and effectiveness.

Strategic Project Management : Lead and manage high-impact HRIS projects, from system upgrades to new module implementations.

Ensure these projects are strategically aligned with the organization's goals, setting clear objectives, timelines, and resource allocations to achieve successful outcomes.

Stakeholder Engagement and Collaboration : Foster strong relationships with key stakeholders, including IT, Finance, Management and Budget, and other departments.

Work collaboratively to ensure HRIS functionalities support cross-departmental strategies and contribute to overall organization success.

Vendor Management : Collaborate with HRIS vendors to troubleshoot issues, plan upgrades, and manage service agreements.

Negotiate contracts, ensure service level agreements are met, and maintain positive relationships with vendors to ensure continued support and system optimization.

Compliance and Governance : Ensure HRIS processes and data management practices comply with legal requirements, County policies, and data governance standards.

Develop and enforce policies that safeguard data security and privacy.

User Support and Training : Organize technical support and training to HR staff and end-users to maximize system utilization and effectiveness and foster a culture of continuous learning.

Ensure development of training, resources, and ongoing support to ensure users are comfortable and proficient with systems.

Continuous Improvement and Best Practices : Stay ahead of industry trends and best practices in HRIS and HR technology solutions.

Advocate for the adoption of leading-edge technologies and methodologies that support the strategic objectives of the organization, positioning the County as a leader in HR innovation.

Hiring Salary : Commensurate with experience.

This position is eligible for telework, currently two days a week, in accordance with the County's Telework Policy.

Minimum Qualifications

Any combination of education and experience equivalent to a Bachelor's degree in Human Resources, Business, Information Systems, or related field and five (5) years of related experience including two (2) years of supervisory experience is required.

  • Local government experience; direct experience in at least one HR functional area; experience in managing and implementing HRIS and / or HR process improvement;
  • knowledge of or training in Agile Project Management, Design Thinking, Process Mapping and / or Continuous Process Improvement methodologies;

and professional certifications such as PMP, PHR, SPHR, SHRM-CP / SHRM-SCP preferred.

Strong proficiency in HRIS platforms, such as Oracle, SAP, Workday, or similar systems and a strong understanding of HR processes and best practices, including talent management, benefits administration, and performance management.

Strategic thinking, project management and organization, oral and written communication, problem-solving, and decision-making skills.

This position is an FLSA Exempt position and may be required to work beyond the normal workweek. Some travel may be required.
