Position Description
Protect the bottom line of the company by obtaining the best value for the right goods and / or services requested by the operating departments.
The Director of Procurement leads and directs the Procurement functions required to serve the needs of the SGC. This includes everything from the daily operations of the Procurement Team to the strategic planning for development and construction of additional properties.
All bidding will be done electronically utilizing Microsoft Office products and Procurement software. It is the responsibility of the Procurement Director to protect all casino assets and to ensure that the department runs efficiently and safely within the guidelines of the Seneca Gaming Corporation's policies and procedures, Internal Control Standards, corporate objectives and the Compact.
Objectives :
- Develop and implement sourcing strategies that support Company goals and objectives and provide competitive advantage in the areas of products, materials, supplies and services.
- Establish and implement short-and long-term Procurement Department goals, objectives, policies, and operating procedures;
monitors and evaluate departmental operational effectiveness; and drives continuous improvement in all aspects of the procurement process.
- Ensure compliance with Company, Compact, SNI and other policies, Nation laws and requirements associated with Procurement and contracting for the needs of the SGC and its subsidiaries.
- Partner with Senior Management, Division Vice Presidents, Directors, Managers and others, as necessary, to plan and execute the procurement needs of each Division and Department of the Company.
- Create and maintain mutually beneficial partnerships with Company Departments, Seneca Nation representatives and suppliers while optimizing the Procurement Department interaction and performance with these groups.
Position Requirements
Eachposition has varying minimum qualifications. In the absence of fullyqualified candidates, some requirements may be waived.
Education / Experience :
- Must be 18 years of age or older upon employment.
- Bachelor's degree in business or management required. MBA preferred.
- Minimum of fifteen (15) years of procurement experience with seven (7) years at the manager or above level. Gaming industry management experience preferred, preferably with a Native American gaming organization.
- Successful candidate must be an experienced, results oriented and hands-on professional.
- Must be able to evaluate statistical and other business reports.
- Must possess an understanding of Procurement strategies and issues.
- Must demonstrate leadership, fairness and sensibility to the customers and Procurement Team.
- Must possess the ability to instill a sense of pride and personal responsibility in the Procurement Team.
- Must have proficient computer skills - especially in Microsoft Word, Excel and Outlook.
- Knowledge of MMS (Materials Management Systems) Software from Agilysys preferred.
Special Qualifications :
- Computer literate in software used in the Procurement and contracts process as well as Microsoft Excel and Word.
- Comprehensive knowledge of pertinent Federal, Tribal, State and local laws, code and regulations, including public contract code.
- Considerable knowledge of principles and practices of budget preparation and administration.
- Considerable knowledge of bidding, property control and casino management practices.
- Considerable knowledge of sources of supply, market and price trends, and varieties, qualities and uses of goods and services required by a casino.
- Considerable knowledge of accounting and cost systems and analysis techniques.
Language Skills and Reasoning Ability :
- Excellent written and oral language skills.
- Strong interpersonal skills and ability to deal effectively and interact well with all levels of personnel
- Ability to resolve problems / conflicts in a diplomatic and tactful manner.
