Financial and Operations Manager

The Organ Pathobiology Therapeutics Institute (OPTIn) is searching for a Fiscal Manager to take a leadership role in the administration of the institute.

Incumbent develops and directs all post-award grant functions within the OPTIn, as well as overseeing the department budget and completion of SPARS.

This position reports directly to the OPTIn Director and requires the appropriate application of a broad knowledge of principles, practices and procedures in the field of fiscal administration.

Incumbent will be responsible for supervising pre-award, purchasing, and other administrative staff for the institute as well as managing day-to-day financial operations for the OPTIn.

Responsible for performing internal audits and ensuring compliance, developing and administering department budget in coordination with the Director, reconciling department and grant budgets, and preparing complex reports for OPTIn leadership, and serves as a primary contact and resolves complex issues for all matters related to financial management.

This position will be responsible for supervising the OPTIn administrative staff and processes by managing day-to-day financial operations including but not limited to purchasing, SPARS, payroll, accounting, and reporting.

  • Specific tasks include : 1) developing OPTIn department budget and performing internal audits; 2) interpreting, implementing, and ensuring compliance with policies, procedures, and fiscal regulations for the OPTIn;
  • 3) post award administration including the monitoring of budgets, reconciling budget levels and maintaining a shadow system, preparing cost projections and analyzing variances;
  • 4) serving as a primary contact for all matters related to financial management by providing support, answering inquiries, and resolving complex issues;
  • 5) preparing monthly reports on grant budgets and analyses for PIs and senior leadership and advising on strategic financial planning;
  • 6) administration of bi-weekly and monthly payroll registers; 7) SPAR preparation and reconciliation; 8) approving travel and research related expenses for department personnel;
  • 9) salary administration working with Director and department leadership; 10) distributing charges from university core services;
  • 11) making recommendations regarding operational workflows and procedures; 12) managing special projects and analyses as determined by the Director or University;

13) tracking MyDisclosures, HSConnect training, and I-9 status for OPTIn employees.

Job Summary

Provides expertise around budgetary and financial planning processes and leads team. Monitors the University's finances continuously and crafts complex reports and analyses.

Reviews proposals, resolves inquiries, and maintains records. Aids in revising and ensures adherence to policies and procedures and regulations.
