Position Summary
Performs daily maintenance and general upkeep of municipal facilities, and associated equipment including, but not limited to, the Mooring Field, marine operations, restrooms, docks, parking areas, and all associated waterways within the Town's jurisdictional limits as directed.
Responsibilities and Reporting During an Emergency Situation : If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency.
Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
EXAMPLES OF ESSENTIAL DUTIES
Performs routine maintenance on Mooring Field facilities and equipment including buoys, systems, signage, parking lots, and navigational aids;
includes diving, cleaning mooring systems and Town vessels.
- Inspects boats, moorings, dinghy docks, and adjacent municipal facilities for adherence to established regulations by the Harbor Management Plan and to prevent accidents or injury to personnel and patrons.
- Reports oil and hazardous materials spill, cooperates with local and state authorities for containment according to established regulations.
- Provides overall assistance to the general public regarding the waterways in Matanzas Harbor including water and weather conditions, harbor rules and regulations, mooring fees, transient mooring, and safe boating practices.
- Assists the Harbormaster with the upland services' overall operations, including cleaning facilities and restrooms, checking in patrons, and assisting patrons with their assignments and inquiries.
- Observes mooring systems and the physical condition of moored vessels; reports to Harbormaster any deficiencies observed in mooring systems and conducts pump outs, and emergency vessel assistance as directed.
- Dives the mooring field with scuba gear and maintains systems by cleaning them of barnacles, inspects all shackles and underwater lines;
replaces any damaged equipment underwater.
- Operates, maintains, and performs minor repairs of boating equipment.
- Performs general groundskeeping and building maintenance at municipal and upland facilities.
- Handles reservations and departures of boats coming into the mooring field by checking boaters in once they get onto land and showing them the facilities.
- Performs various tasks involving building maintenance projects including light construction projects; pressure-washes exterior walls and other areas;
- paints interior / exterior surfaces and equipment; performs masonry work; replaces batteries, light bulbs, and ballasts;
maintains heating, ventilation, and air conditioning (HVAC) systems; troubleshoots HVAC leaks or other problems; cleans condenser coils and replaces filters / belts.
Performs various tasks involving plumbing maintenance / repair projects; troubleshoots, maintains, and repairs irrigation systems and minor plumbing problems;
repairs broken pipes; replaces or adjusts irrigation system sprinkler heads; turns valves and pumps on / off.
- Assists in maintaining cleanliness and aesthetics of building and facilities to include general cleaning duties as needed.
- Assists with the upkeep of Town facilities, maintenance of Town Hall and Mooring Field facilities; and any Town-owned or maintained facility.
- Ensures that equipment and tools are consistently always maintained and are in safe and operable condition.
- Monitors assigned equipment condition or observed structural issues and reports required repairs to supervisor.
- Performs routine cleaning, safety, and operation inspections on assigned vehicle and performs routine maintenance and upkeep as needed, reporting necessary repairs to supervisor.
- Monitors inventory levels of supplies and materials; ensures availability of adequate supplies, tools, and materials to conduct work activities;
obtains quotes for supplies, and initiates requests for new / replacement materials.
- Follows safety procedures, utilizes safety equipment, and monitors the work environment to ensure the safety of employees and other individuals.
- Performs administrative report and record maintenance duties including timesheets, activity logs, regulations and retains records as appropriate.
- Performs drone flights of the waterways and mooring field to ensure boats are on correct systems as assigned.
- Trims trees, mows grass, sprays and pulls weeds of assigned areas.
- Install signs and paint street lines and parking lots as assigned.
- Assist with landscaping.
- Completes daily trash runs and dispose of trash in appropriate locations.
- Assist with Town-wide Public Works requests.
- Identifies and notifies supervisors of problems on streets and upland / mooring facilities.
- Attends all required training for operations.
- Attends all assigned meetings.
- Operates a motor vehicle in performance of assigned tasks as directed.
- Performs emergency response tasks and assignments as directed.
- Performs other duties as assigned.

REQUIREMENTS :
Education, Certification, and Experience :
- High school diploma / GED; one (1) year of experience working in marina services and / or related fields.
- Experience in operational maintenance / management of a moderately sized marina / docking facility or similar water-related business preferred.
- Advanced Diving Certification or ability to obtain certification within (3) months of hire date.
- Enroll, and successfully pass the Florida Boater License and Safety courses and Ostego Bay Oil Spill Co-op course within three (3) months of hire date.
- Must possess a valid state driver's license and obtain a valid Florida Driver's License within thirty (30) days of hire or promotion.
- Commercial Driving License with Hazardous Materials endorsement preferred.
Knowledge, Skills, and Abilities :
- Knowledge and understanding of relevant federal and state laws, and regulations for safe vessel operations.
- Knowledge of basic groundskeeping, housekeeping and building maintenance practices.
- Knowledge of how to use and apply paints, sealers, and stains properly.
- Knowledge and application of safety standards and precautions pertaining to the use of tools and equipment.
- Knowledge of the techniques and procedures used in streets, grounds, and facility repair and maintenance, as well as corresponding boating skills and vessel towing operations.
- Knowledge of the occupational hazards, safety precautions and personal protective equipment observed in the trade(s) of assignment.
- Knowledge of general boat and vessel mechanics, as well as general knowledge of maintenance and repair work on harbor facilities.
- Knowledge of environmental regulations and practices, including water quality management and protection of marine ecosystems.
Knowledge of Florida Clean Marina Best Management Practices.
- Ability and understanding to apply the basic Inland Navigational Rules.
- Ability to operate service vehicles, including pickup trucks, utility vehicles, riding lawnmowers, etc.
- Ability to safely operate motorized tools, manual tools, and light equipment such as lawnmowers, weed eaters, saws, drills, augers, tillers, compactors, and emergency generators.
- Ability to read and follow written and oral instructions.
- Ability to utilize a variety of modern office equipment and operate a computer as necessary.
- Ability to work cooperatively with other employees and the general public.
- Ability to work outdoors often during extreme weather conditions (heat, cold, rain, etc.).
- Ability to work independently or with minimal supervision.
- Ability to handle a multitude of diverse tasks simultaneously while maintaining an attention to detail for the purpose of ensuring accuracy in task performance.

Physical Requirements :
The position involves heavy physical demands, such as exerting up to 100 lbs. of force occasionally, and / or up to 50 lbs.

- Tasks involve frequent walking, standing, bending, stooping, some unassisted lifting, carrying, pushing and / or pulling of moderately heavy objects up to 50 pounds and occasionally heavy objects up to 100 pounds with the assistance of other employees and / or equipment as appropriate.
- Requires excellent eye / hand / foot coordination for operating standard and specialized electrical and gas operated equipment.
Environmental Requirements :
Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, extreme temperatures and noise extremes, fumes, hazardous materials, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, water hazards, bright / dim light, toxic agents, disease, pathogenic substances, or animal / wildlife attacks.
