Manager, Health Safety & Environment Technical Services Vanguard Renewables is the premier anaerobic digester developer / owner / operator in the United States.
Our closed-loop anaerobic digestion process converts organic waste and cow manure into green electricity or renewable natural gas as well as other related value-added products.
Our head office is in Weston Massachusetts, and we are funded by institutional capital partners. We currently have over twenty projects in development operating in over thirteen States.
We have a plan to continue to aggressively expand into other domestic markets. The HSE Technical Services Manager provides leadership and technical expertise for all facets of corporate policy development and implementation.
This position plays a critical role in defining and advancing Health, Safety and Environmental (HSE) priorities to achieve the company’s goals of world-class HSE performance.
Routinely interacts with a broad range of stakeholders including clients, JV partners, executives, and high-level managers.
The HSE Technical Services Manager will assist the Director of HSE in setting the strategic HSE direction for the company as well as act as project manager and facilitates development of Corporate HSE Standards including but not limited to : Control of Work, Life-Saving Standards, Contractor HSE Management, Emergency Management, Incident Investigation & Reporting.
Responsibilities Leads the development and implementation of Corporate HSE Standards, including Control of Work, Life-Saving Rules, Contractor HSE Management, and other HSE and PSM programs as appropriate.
Ensures Corporate HSE Standards are fit-for-purpose and aligned with all applicable federal, state, and local regulatory requirements.
Incorporates Human Performance concepts to ensure successful adoption of critical safeguards. Develops workforce training programs and oversees execution of regulatory and company compliance training requirements.
Leads business plan development, continual improvement and self-assessments / reviews for all in-scope Corporate Processes and Standards.
Aligns leadership / management with HSE projects and priorities; facilitates HSE oversight committees with upper management including VP and director-level.
Performs incident trend analysis, safeguard assurance analysis, and routinely communicates and cascades HSE reports to the organization.
Facilitates Digital Transformation efforts and works across functions to identify, evaluate and implement cost-effective technologies that simplify and streamline existing workstreams.
Provides technical guidance and support to the organization on a wide range of workforce safety, environmental and process safety matters including the identification of risks, safeguards, and associated assurance activities.
Support with HSE Field Specialists to optimize field adoption of corporate requirements, identify potential process design deficiencies and safeguard assurance opportunities.
- Participates in risk management studies (HAZOP, LOPA, What-If) and hazard assessments (JSA, JHA) as required. May support incident response, notification, investigation and reporting;
- may facilitate Root Cause Analysis (RCA) with company and contractor personnel. May support adoption of emergency response and crisis management protocols;
may liaise with First Responders, LEPC, SERC, OSHA, DOT, EPA, NRC and other stakeholders as appropriate. Skills & Qualifications Bachelor’s degree in a related field, e.
g., Engineering, Science, Occupational Health and Safety. Professional certification (ASP, CSP, SMS, etc.) preferred. 5 years of experience in oil, gas, chemicals or related industry.
Strong leadership, organizational and communication skills; able to influence and build relationships at all levels of the organization.
Fluent in HSE management systems, risk assessment, capable of performing risk assessment, safeguard assurance activities, audits.
Thorough knowledge of 29 CFR 1910 and CFR 1926 (OSHA General Industry & Construction Standards). Position requires up to 50% travel to remote sites and operations.
