Position Summary :

The Executive Vice Chancellor / Chief Financial Officer (EVC / CFO) manages the overall operational and financial risk of the Connecticut State Colleges & Universities (CSCU), comprising four state universities, a singly accredited Connecticut State Community College with twelve campus locations, and Charter Oak State College, a fully on-line college.

In executing this responsibility, this position supervises the finance and budget offices of CSCU as well as the administrative functions of information technology, human resources, facilities / infrastructure, and the System Office of Research & System Effectiveness.

The EVC / CFO supports the CSCU Chancellor operationally and strategically and serves as management liaison to the Finance and Infrastructure, Human Resources and Administration, and the Audit Committees of the Board of Regents for Higher Education (BOR).

The EVC / CFO shall be directly responsible to the Chancellor and shall perform the duties described below and other duties as from time to time may be prescribed.

Positions reporting to the EVC / CFO include the Deputy CFO, Chief Information Officer, Assistant Vice Chancellor of Human Resources / Labor Relations, Facilities and Purchasing, the Controller, the Director of Budgets and Planning, and the Associate Vice President for Decision Support & Institutions.

Other essential duties may be assigned consistent with the general scope of the position :

Fiscal Affairs

  • Advise the Chancellor and the BOR on all fiscal matters and financial risks.
  • Develop annual and biennial budgets and capital plans which promote financial stability of the system and support prudent, fiduciary utilization of state funds and student tuition and fees;

set the methodology and allocate state funds to the individual institutions, prepare budgets and requests for approval by the Chancellor and BOR and submittal to the state's Office of Policy Management for appropriation of general, operating and bond funds.

  • Assess organizational activities and performance against both the annual budget and the BOR's long term strategies.
  • Provide and maintain financial information systems that are adequate to provide internal controls and accurate data to support informed decision-making.
  • Manage cash and cash requirements to meet financial obligations of the institutions and the system.
  • Provide advice and guidance to Institution Presidents / CT State Campus CEOs and finance staff of the constituent units.
  • Staff the BOR's Finance and Infrastructure Committee and Audit Committee, manage the agendas, ensure that reporting is timely and relevant to the BOR's duties, and prepare any ad hoc reports or information requested by the BOR in general.
  • With the Chancellor and in consultation with the institutions, recommend annual tuition, fee rates, and prepare information for BOR approval.
  • Support system advocacy related to state funding, fringe benefits, student financial assistance and other areas with fiscal impacts to CSCU.

Human Resources & Labor Relations

Supervise the Assistant Vice Chancellor of Human Resources and Labor Relations who coordinates delivery of all HR and LR services for the System, and provides the following :

  • Conduct fair, effective and efficient labor contract and related negotiations, with collective bargaining units which represent members of the System's workforce.
  • Create and develop constructive relationships with key representatives of collective bargaining units on behalf of the CSCU System.
  • Oversee effective representation of the interests of the CSCU System and its workforce in matters such as grievances at all steps of the grievance process, including arbitration, unfair labor practice complaint hearings, and other administrative hearings, as well as to serve as a reliable witness in legal proceedings.
  • Ensure the effective operations of human resources and payroll.
  • Staff the BOR's Human Resources and Administration Committee, manage the agendas, ensure that reporting is timely and relevant to the BOR's duties, and prepare any ad hoc reports or information requested by the BOR in general.
  • Apply knowledge to accomplish superior performance in a unionized environment.

Compliance

Assist in management of system-wide compliance; develop corrective action plans and respond to findings of external and state auditors;

ensure processes promote compliance with state and federal laws, internal controls, bond covenants, and ethical conduct.

Collaborate and coordinate with the Chief Compliance Officer, as necessary.

  • Implement and update enterprise risk management evaluations and report items of significant risk or concern to the Audit Committee.
  • Ensure annual reports are prepared in compliance with generally accepted accounting principles, and coordinate and facilitate independent audits to ensure timely filing with the Office of the State Comptroller.

Information Technology

  • Oversee the system's IT infrastructure and operations of IT services to the system office and constituent units.
  • Oversee management of state funding to support the system capital needs and operations.

Facilities

  • Oversee the system's facilities infrastructure.

General Duties

  • Assist the Chancellor in advocating for state funding support.
  • Represent the Chancellor and CSCU on boards of various agencies or quasi-agencies which are admin / finance related.
  • Maintain ongoing business relationships with the appropriate officials and employees of federal and state agencies, community organizations, school districts and other educational institutions, bond issuers and bond holders, and other business entities which have financial, administrative, infrastructure or legal relationships with CSCU.
  • Remain competent and current by reading professional journals and literature, developing professional contacts with colleagues, attending professional development courses, and attending training and / or courses as appropriate.

They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications :

MBA or other advanced degree from an accredited institution. CPA or comparable work experience required. A minimum of fifteen (15) years of progressively more responsible management experience in an executive-level administration role.

Equivalent experience, education and / or training may be substituted for the education requirements.

Incumbents are required to have demonstrated advanced knowledge and abilities in the following :

  • Demonstrated leadership and strategic planning skills essential to manage the administrative, financial and facility programs of a major, complex organization with sound financial and fiscal controls.
  • Fiscal management experience with complex funding sources, inclusive of federal and state grants and contracts
  • Experience working in a complex union environment.
  • Ability to plan and execute organizational change and quality improvements.
  • Strong problem solving and creative skills and the ability to exercise sound judgment and make independent, accurate and timely decisions.
  • Ability to develop creative approaches to complex challenges and opportunities, and to plan effectively.
  • High level of integrity and dependability with a strong sense of urgency and results-orientation.

Starting Salary :

Anticipated Salary; $256,746 - $320,932 commensurate with experience, plus excellent State of CT medical insurance, retirement, and related fringe benefits.
