Overview
GENERAL STATEMENT OF DUTIES. Performs administrative and analytic work in Information Technology Business Services for Guilford County.
Responsibilities
- Essential duties and responsibilities include, but are not limited to :
- Assists and provides support to County departments in the formulation, development, and presentation of IT budget / expense variance reports, financial trend analysis, and other IT performance reporting to develop presentations, for County leadership and the Board of Commissioners.
- In partnership with Budget, assists in the development of a multi-year technology plan.
- Conducts analysis of departmental technology plans and current technology usage, to help determine gaps; assists with the plans and forecasting to help departments reach short and long term technology goals.
- Analyzes fiscal and budgetary IT resources during the fiscal year and works with County department leadership and financial teams. Administers fiscal policies and procedures required by federal, state or county requirements.
- Directs or participants in the development and evaluation of financial control procedures.
- Provides input to and recommends IT Business accounting policies, practices, and procedures to ensure accurate and consistent financial and accounting records and data.
- Recommends, participates in, and may lead cost and expenditure studies, analysis of records, and possible use of other systems.
- Coordinates with managers for renewal and extension of contracts.
- Coordinates with department managers to facilitate accurate and timely purchase order submissions. Coordinates the process for submission of contracts to the County's Attorney Office for review of sufficiency and legality.
- Routes and monitors contract documents submitted through the automated system for electronic signatures and execution of contracts.
- Collects and analyses department operational data and, in coordination and collaboration with the County's data analytics team, supports the development of dashboards, reports, and other items that operationalize department data.
- Establishes and implements accounting policies, practices, and procedures to ensure accurate and consistent financial and accounting records and data.
- Manage the inventory of mobile devices including order, setup, deactivation, and billing.
- Answers main IT phone and forwards as needed.
- Other duties as assigned.
Recruitment Standards
Knowledge, Skills, and AbilitiesConsiderable knowledge of the principles and practices of public and business administration.Considerable knowledge of accounting practices, procedures, budget operations and other related functions.Considerable knowledge of the organization and structure of federal, state, and local government agencies.Considerable knowledge of Microsoft Office products.Knowledge of project management principles.Ability to analyze complex administrative and organizational problems, prepare and clearly present appropriate recommendations and working procedures in written or oral form.Ability to exercise independent and sound judgment, discretion, initiative, creativity, and resourcefulness.Ability to establish and maintain effective working relationships with associates, vendors, clients, county and state officials, and the public.Ability to communicate effectively in oral and written form.Minimum Qualifications
Master's degree in business administration, public administration or accounting and three years of professional level fiscal experience in the planning and management of a business or governmental program; OR,
Bachelor's degree in business administration or accounting and five years of professional level fiscal experience.
Preferred Qualifications
Experience that includes planning and management of business or government programs with a focus on Information Technology.
Physical Demands and Work Conditions
Work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying light items such as papers, books, small parts, driving an automobile, or use of a PC or other VDTs to accomplish work objectives. No specific physical demands are required. Mental demands and normal stress regarding achieving work deadlines are present.

This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
