The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and well-being and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice.

  • To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience;
  • design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration;
  • disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and inter-professional networks;

undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions.

To advance its mission and in line with growth plans, the Center seeks a leader for its Budget and Award Management business portfolio.

The Director of Budget and Award Management will manage and coordinate the cost component of proposal and grant application development, pre-award, post-award processes and ongoing budget monitoring for funded awards within the CGHPI.

This will include : documenting and disseminating sponsor award terms and conditions, developing cost proposal development funding resources, preparing cost proposals and grant applications, managing proposal development process including quality assurance, developing and modifying budgets for continuing programs as per sponsor requirements, developing award management training materials and templates, training field program teams, and collaborating with internal and external stakeholders on award and budget management.

Post-award activities will include guidance and oversight on issues related to the fiscal, administrative and regulatory management of grants, contracts and sub-award management from award receipt through closeout.

Reporting to CGHPI Chief Operating Officer and Deputy Director, and working with the Center Director, Principal Investigators, HQ and Field Program Staff, Central University Operations Team, other Georgetown University departments and Sponsor Institutions, the Director of Budget and Award Management has duties that include but are not limited to :

Pre-Award

  • Disseminates funding opportunity information and application compliance requirements
  • Works closely with faculty and staff in developing and transforming ideas into grant proposals
  • Provides policy guidance and assistance with all aspects of proposal development, administrative forms, sponsor-required certifications and representations, and compliance requirements
  • Advises and assists faculty and staff in assembling grant proposals from the proposal state to the project being awarded
  • Prepares cost component of proposals and grant applications, collaborating with internal and external stakeholders
  • Develops tools and templates for cost proposals
  • Packages final proposal package for submission to the sponsor through Office of Research Development Services
  • Quality assures proposal development process
  • Maintains funding opportunity databases and track pending awards; track deadlines to ensure proposals are submitted on time;

track when grantees need to submit renewals, and support preparation of grant reports as needed

Partners with Finance and Program Management Teams to transition from pre-award to grant administration upon award

Post-Award

  • Participates in award set-up meetings with the principal investigators and pre-award Research Development Services Office to gain a full understanding of the criteria and requirements necessary to manage each award.
  • Monitors ongoing award financial activity of grants and contracts to ensure that reporting requirements and deliverables are met.
  • Ensures that direct costs charged to grants and contracts are both available and allowable under sponsor guidelines and OMB Circulars A-21 and A-110.
  • Interprets reports to internal departments and prepares queries or special reports upon request.
  • Prepares and participates in orientation workshops to educate principal investigators, project directors, and program staff about sponsor policies, forms, and procedures.
  • Investigates and resolves errors and discrepancies in budgets and works with program and finance teams to make the necessary corrections if needed.
  • Carries out in collaboration with University Audit and Compliance Offices, sub-recipient readiness due diligence
  • Develops in collaboration with PIs and program staff sub-award scopes, terms and conditions
  • Monitors end dates and provides feedback to project directors, principal investigators, other university departments and the RDS regarding status of awards

Costing and Budget Management

  • Prepares budgets for new proposals and grant applications including budget narratives.
  • Collaborates with program teams to revise and modify budgets as required.
  • Develop budget development templates and materials
  • Train field and HQ program teams on use of key templates
  • Collaborate with Finance Team to prepare regular budget to actual reports and other sponsor expenditure monitoring reports

Qualifications

  • Master's degree in Public Administration or Business Administration
  • At least 5 years of experience in costing and award management
  • At least 5 years of supervisory experience
  • Experience managing U.S. Government Federal awards
  • Experience working with public health and research teams
  • Good communication skills
  • Strong leadership qualities
  • Excellent interpersonal skills
  • Compliance oriented
  • Analytical skills
  • Willingness and availability to travel internationally and domestically
