VDOT ITD is looking for a passionate andresult oriented individual who will take over a technical ScaledAgile train as Release Train Engineer (RTE) that supports PowerPlatform development.

This RTE should have some understanding ofPower Platform technology be able to empower teams facilitate theART events effectively communicate with stakeholders coach teams toensure Agile processes are being followed support teams withselforganization escalate and help resolve impediments andcontinuously improve teams / train to maximize value delivery.

Candidate should also be able to perform Scrum Master / ProjectManager duties as needed. Ideal candidate should be well versedhave led technical projects using Agile methodologies and becomfortable with autonomously leading in a matrixedenvironment.

Responsibilities :

Plan leadorganize and motivate agile and traditional project teams toachieve a high level of performance and quality in deliveringprojects that provide exceptional business value to the internaland external stakeholders.

Drive consistent projectdelivery through the entire project lifecycle including Projectplans Release plans Resource allocation and management of projectrisks schedule budget and delivery of value.

Provideleadership in the establishment and development of project baseline budgets resource allocation and schedules.

Trackand communicate projects progress from a schedule cost and riskperspective to the project team stakeholders andmanagement.

Manage and optimize the flow of valuethrough the ART using various tools such as the Program Kanban andother information radiators.

Establish and communicatethe annual calendars for Iterations and Program Increments(PIs).

Facilitate PI Planning readiness PI Planningevent and PI execution e.g. Roadmap Backlogs Risks Dependencies andPI Objectives etc.

Assist feature prioritizationtracking the execution of features e.g. Train levelmetrics.

Facilitate synchronization meetings e.g. Scrumof Scrums and Program Committee Meetings.

Coach ManagersTeams and Scrum Masters in LeanAgile practices andmindsets.

Escalate and track impediments help identifyand address critical bottlenecks.

Encouragecollaboration between teams Engineering and EnterpriseArchitects.

Help ensure strategy and execution alignment(Product Management and Stakeholders).

Assess practiceswith DevOps etc. and help improve Continuous DeliveryPipeline.

Conduct Inspect and Adapt workshops facilitateSystem Demos assess the agility level of the ART and help themimprove.

Ability to take on additional responsibilitiessuch as Scrum Master Community of Practice etc.

Knowledge Skills and Abilities :

PMP and Scrum Master Certification is required.

SAFe SPCor RTE Certification is required.

5 years of RTEexperience is required.

3 years of RTEexperience managing Power Platform teams is required.

Anunderstanding of creating and maintaining Program IncrementBacklogs.

Ability to lead anddirect the software development teams through program increment andprogram iteration planning.

Experience with agilesoftware development for complex Information Technologysystems.

Strong interpersonal skills including mentoringcoaching collaborating and team building.

Stronganalytical organizational and decisionmaking skills.

Strong verbal / written communication skills with the ability tosimplify and communicate complex issues to multipleaudiences.

Ability to work with customers understandtheir business practices and manage their expectations.

Expertise with Project Management tools such as Microsoft ProjectVisio and MS Office.

Experience with Agile collaborationtools such as Team Foundation Server JIRA Version Oneetc.
