Job Summary

The Sr Manager, Government Relations & Stakeholder Engagement will advocate for the Out Here Lifestyle in a fast-paced environment.

This role will be a key player in developing and implementing Tractor Supply’s government relations and public policy strategies to advance the company’s long-term business interests.

This role will work cross-functionally throughout the company, manage a portfolio of key issues at the state and local levels as well as some national work.

The Sr Manager will represent Tractor Supply to all elected officials and government agencies and regulatory bodies, addressing issues from licensing, store permitting and well pet care to credit card interchange, taxes, supply chain, labor, and sustainability.

This role will also represent Tractor Supply with state retail and other trade associations. Create, grow, participate in, and maintain diverse coalitions in support of policy issues and business priorities.

The role of Sr Manager will be responsible for developing and creatively implementing strategic plans often with limited traditional resources to advocate for business priorities.

Build support with external and internal stakeholders while working collaboratively with relevant internal business, public relations, community foundation and legal teams to ensure alignment between business priorities and public policy goals.

Essential Duties and Responsibilities (Min 5%)

  • Build and maintain relationships on behalf of Tractor Supply with key stakeholders primarily at the state and local levels, including Mayors, County Commissioners, Planning Boards, State Legislators, Governors, and other state executive branch officials, who can impact and influence the company’s business priorities.
  • Maintain a comprehensive understanding of state-based legislation, emerging issues, and industry trends, ensuring the Director of Government Relations and relevant stakeholders throughout the company are informed.
  • Monitor, track, and analyze proposed legislation and administrative actions, assess the potential impact on the company and formulate appropriate responses, if necessary.
  • Assist in drafting policy communications on key legislative and regulatory issues.
  • Develop and deploy grassroots lobbying tactics to support Tractor Supply’s public policy objectives, while also leveraging national and local political organizations to strengthen relationships with key stakeholders and deepen policymaker understanding of Tractor Supply’s benefit to local economies.
  • Support the Director of Government Relations in developing and executing fundraising activities to increase PAC participation and excitement.
  • Assist the Director of Government Relations in developing and managing a nationwide store walk program to educate Members of Congress, federal and state agencies, governors, etc.

on Tractor Supply’s business and policy priorities.

  • Develop and implement strategies (sometimes traditional, sometimes out of the box) to advocate for Out Here Lifestyle policies.
  • Willing to roll sleeves up and get involved in special and miscellaneous projects.

Required Qualifications

Experience : 8+ years of government, political, policy, legislative, campaign, public policy experience. Strong working understanding of the state and local federal policymaking process, and government relations.

Education : Bachelor’s degree in business, political science, communications, from accredited university required.

Professional Certifications :

Preferred knowledge, skills or abilities

  • Skilled written, presentation, and interpersonal skills. Demonstrated ability to digest complicated policy / regulatory issues and explain them quickly and effectively.
  • Developing creative, non-traditional solutions to legislative and regulatory problems.
  • Ability to understand how technical language in legislative and regulatory proposals could affect corporate operations and identify business implications.
  • Confidence in managing outside consultants.
  • Ability to influence, negotiate with, and persuade others is required. Must be flexible and demonstrate strong judgment / decision-making skills, and political acumen.
  • Quick wit and a sense of humor.
  • Adept at creating interesting PowerPoints and organizing data on Excel.
  • Ability to maintain the highest personal levels of ethical conduct, confidentiality, and integrity, promoting the strongest professional reputation in the industry.
