The Illinois Department of Innovation & Technology is seeking to hire an Employee Relations Director who serves the DoIT Subject Matter Expert (SME) and Technical Advisor for agency Employee and Labor Relations matters.
The ideal candidate must be highly organized and able to manage multiple critical projects with shifting priorities in a fast-paced work environment.
Understanding of information technology and identifying strategic solutions in an evolving organization is highly preferred.

Essential Functions
- Subject to management approval, serves as the Employee Relations Director for the Department of Innovation & Technology (DoIT)
- Serves as the DoIT Subject Matter Expert (SME) and Technical Advisor for agency Employee and Labor Relations
- Directs the Labor Relations program
- Serves as a full-line supervisor
- Conducts meetings with agency management and other staff to inform of changes in policy, procedures and operations
- Serves as a resource for agency staff and interested parties on collective bargaining matters
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years of college with coursework in public or business administration.
- Requires four (4) years of progressively responsible administrative experience in the field of labor relations and / or human resources in a public or business organization.
- Requires three (3) years of professional experience supervising a team of human resource / personnel / people operations / labor relations staff.
Preferred Qualifications
- Five (5) or more years of professional experience working as an Employee Relations or Labor Relations manager for a large organization.
- Five (5) or more years of professional experience participating in the grievance procedures on behalf of management.
- Five (5) or more years of experience interpreting complex documents such as union contracts, policy and procedural manuals, legal documents and other labor relations documents.
- Five (5) or more years of experience working with various levels of management and union officials / representatives in a labor relations or human resources capacity.
- Five (5) or more years of experience drafting various types of complex documents such as disciplinary documents, memorandum of understanding, stakeholder reports and other labor relations documents.
- Five (5) or more years of experience participating in collective bargaining agreements, supplemental agreements, or memoranda of understanding negotiations.
- Five (5) or more years of experience developing and implementing policies and procedures in a public or business organization presenting information to a wide variety of professional audiences.
- Four (4) or more years of experience with impact bargaining.
- Four (4) or more years of experience serving in a spokesperson capacity.
- Demonstrated verbal and written communication skills.

Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09.
Failure to submit these statements in a timely manner may result in fines and penalties.
Requires the ability to lift and carry objects or equipment weighing up to 10 pounds. This is considered sedentary work as defined by the U.
S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
