As a large urban school district with over 11,000 employees serving nearly 80,000 students, the district requires a highly strategic and diversified approach to talent development and organizational development.

In City Schools, the other two Blueprint focus areas (literacy and student wholeness) serve as grounding for much of the district's learning and development, especially activities focused on principals, teachers, and related service providers.

Meanwhile, in recent years, the district has invested in new ways of more comprehensive staff development, seeking to expand and coordinate learning opportunities for paraprofessionals and school-related personnel, skilled trade workers, a wide variety of District Office staff members - including senior leaders, and more.

The overarching goal of Baltimore City Public Schools' Office of Equity is to change outcomes for young people so that race is no longer a predictor of academic success.

The Office of Equity works within the district to help departments and schools identify and institutionalize equitable practices that fulfill the standards outlined in the Equity Policy.

Since establishing the Equity Policy, the Office of Equity has begun a long-term, organization-wide "level set" to establish a shared understanding of race and racial equity.

The Office offers a 2-day Introduction to Racial Equity Seminar as an entry point for staff members to begin engaging with the district's equity work.

The Equity-Centered Principal Development Manager is a senior professional with exceptional organizational, project management, and program design skills who will oversee day-to-day implementation, including (but not limited to) agreements and coordination with university partners, facilitation of research with Wallace, communication with stakeholders, meeting convening and facilitation, and budget coordination with the Fund for Educational Excellence.

The ideal candidate will have experience as an employee of the district, an understanding of current requirements and processes for principal hiring, placement, and development, and knowledge of the city and its schools.

Essential Functions

  • Organizational Leadership
  • Supports the Director of Equity-Centered Principal Development in providing leadership in developing and implementing Equity-Centered Principal Development systems.
  • Apply foundational tools used by the Office of Equity to help leaders engage in, sustain, and deepen conversations about race and equity at every level of planning, design, and implementation.
  • Liaising with central office departments, college / university partners, and the Maryland State Department of Education.
  • Establishes and administers a grants management system that :
  • Includes procedures to ensure compliance with grant agreement parameters
  • Includes an evaluation process to ultimately confirm the attainment of grant outcomes that benefit City Schools
  • Creates processes and milestones for monitoring progress and efficient use of funds.
  • Coordinates cross-functional and stakeholder teams to ensure a continuous improvement approach to developing, implementing, and evaluating the Equity Centered Principal Pipeline.
  • Coordinates a system to ensure project alignment with district equity policy and other relevant priorities.
  • Produce interim and annual reports regarding grant utilization, alignment to district priorities, and compliance with programmatic and statutory requirements.
  • Provides guidance, technical assistance, and capacity-building professional development to district office and school-based staff in support of project district equity policy alignment and grant outcomes.
  • Serves as the point of contact for all internal and external grant monitoring activities related to the development of an Equity Centered Principal Pipeline.
  • Implements a system of self-monitoring procedures to ensure the district complies with all aspects of relevant MSDE / COMAR statutes.
  • In support of the Director, Equity Driven Principal Pipelines prepares materials for and delivers presentations to key stakeholder groups regarding the principal pipeline.

This includes facilitating decision-making processes with senior leaders (e.g., chief officers) and adapting project plans based on their decisions.

Prepares statistical and narrative reports surfacing key initiative questions based on underlying data and / or graphs, as appropriate;

presents research results and policy recommendations to the senior leaders (e.g., chief officers); and prepares follow-up and ongoing analyses.

Desired Qualifications

  • Master's degree from an accredited college or institution
  • Maryland State Department of Education (MSDE) Advanced Professional Certificate, with an endorsement as Principal / Supervisor or Administrator I and II preferred
  • Demonstrated ability to take initiative and exercise swift decision-making, grounded in sound judgment, equity, and understanding of nuanced circumstances focused on an unwavering commitment to the diverse needs of City Schools students, families, and staff.
  • Demonstrated success of equity-driven, particularly racial equity-driven leadership and ability to support others in such work.
  • Proven results building capacity in complex organizations undergoing adaptive change
  • Track record of achieving measurable gains in student achievement and staff growth from effective leadership.
  • Minimum of three (3) years of experience working in public schools, with at least two (2) years as a school leader or in a position responsible for school-based instruction in urban settings.
  • Excellent verbal and written communication skills, including proficiency in computer applications (including Microsoft Office products), email, and mobile technologies.
