Job Summary :
The Director of Business Operations and Compliance, under the general direction and supervision of the will oversee the operational functions of academic and land grant programs in the College of Agriculture and Applied Sciences (CAAS), including all fiscal components related to budgets, expenditures, contracts, human resources, facilities maintenance, and construction.
This position will provide guidance to university administrators and the Dean and Director of Land Grant Programs regarding financial matters that will protect and grow fiscal, human, and physical resources within the college.
This position supervises the shared services in the areas of travel, procurement, contracts, accounting, reconciliation, facilities, fleet, space management and general administration Supervises personnel under current organization which includes a Business Coordinator, Inventory Control Specialist, and Facilities Coordinator.

Essential Job Functions :
- Leads, manages, plans, directs, coordinates, monitors and / or supervises fiscal operations, procedures, and regulatory requirements of academic and land grant programs in the College of Agriculture and Applied Sciences (CAAS) to include the Cooperative Agricultural Research Center (CARC), the Cooperative Extension Program (CEP), 1890 Facilities Program.
- Develops and advises strategic developments and leads financial planning and reporting, forecasting, and budgeting for land grant programs for efficient and effective allocation of financial, human, and material resources.
- Undertakes budget and expenditure monitoring activities to ensure accurate accountability for annual and / or periodic financial reviews and audits by University, System, State, and Federal entities;
and ensure compliance with the University / Department’s policies and procedures to achieve the strategic goals and objectives of the CAAS.
- Works closely with college’s Administrator for personnel matters, position report and needs-based analysis to ensure successful completion and outcomes of all personnel related functions that are of a fiscal matter.
- Oversees position management, payroll, time and effort reporting, and year to date reports detailing staff funding sources and duration.
- Oversees the departmental reconciliation and year end reporting functions for land grant programs.
- Oversees the operations of fleet management / acquisition, facilities, construction and renovation projects, coordination of use / space assignments and reporting on 1890 Facilities projects.
- Develops, negotiates, and reviews contracts, memoranda of understanding, and relationships with parties to achieve and advance the organization’s plan of work.
- Meets, plans and strategizes with unit managers on strengthening current and / developing new initiatives as it relates to current and future organizational structure and changes;
- interacts regularly with Dean and Directors, and Associate Dean with recommendations on budgets, financial management, and appropriation requests;
researches and analyzes strategic choice and makes recommendations to the dean that will achieve goals and objectives of the College.
Provides financial data on ad hoc basis and prepares and submits financial, technical and progress reports for sponsored activity for federally appropriated programs on behalf of the Principal Investigator / Dean and Director of Land Grant Programs;
creates, reviews, and monitors the Land Grant Program federal and state match budgets and serve as a liaison between Alcorn State University Research and Innovation and Budget Offices for budget issues.
- Oversees and / or conducts training and development opportunities for assigned areas of support to staff, faculty, student employees and other constituents on an as needed and continuous basis.
- Coaches and facilitates the enhancement of employee competencies as appropriate to the needs of the work unity and to ensure cross-training of staff for efficiency and competency in performing job responsibilities, addresses quality monitoring and performance improvement issues for the program or areas of responsibility.

Qualifications :
- Master’s degree in accounting, Financial, Business Administration, or Public Administration.
- Ten years of related experience in financial and / or grant management.
- Five or more years of supervisory experience.
- Grant Management or Financial Management Certification.
