SUMMARY : Provide strategic, clinical, and operational leadership for Withdrawal Management, Sobering and Residential programs and agency-wide initiatives, ensure the success and sustainability of agency programs and services.

ESSENTIAL RESPONSIBILITIES AND TASKS :

  • Manage daily operations across all programs and shared services at BRC (Beaverton Recovery Center).
  • Oversee daily operations and delivery across BRC programs and shared services in collaboration with medical leadership.
  • Ensure adherence to CODA policies and Washington County requirements.
  • Coordinate administrative support with CODA (Finance, IT, HR, Quality).
  • Manage employee and patient incidents on-site and escalate to CODA leadership as appropriate.
  • Develop BRC goals and coordinate planning with CODA leadership and administrative functions.
  • Represent BRC in CODA strategy and goal setting, financial planning, resource planning.
  • Monitor delivery, progress and performance toward BRC strategy and goals.
  • Manage BRC budget and overall financial health.
  • Manage and report on BRC performance in accordance with CODA and County requirements.
  • Oversee and evaluate BRC vendor / contractor performance.
  • Create a safe and positive environment that fosters employee satisfaction, retention and growth.
  • Structure and organize service delivery that enables employees to do their best work.
  • Communicate expectations, roles and responsibilities to employees and monitor performance.
  • Lead quality improvement and compliance projects at BRC in partnership with CODA Quality.
  • Identify and execute opportunities for improvement in processes and overall operations at BRC.
  • Support CODA Quality audits.
  • Lead community outreach and manage key external partner relationships.
  • Establish and maintain relationships with local partners including law enforcement, EMT, recovery organizations and behavioral health and other health service providers and showcase positive outcomes in partnership with Washington County.
  • De-escalate community incidents and escalate community incident response to appropriate CODA leaders.
  • Partner with CODA Executive team to align outreach efforts, communication and messaging.
  • Consistent attendance and punctuality are required of this position.

SECONDARY RESPONSIBILITIES AND TASKS :

  • Represent Agency Leadership at employee and community events.
  • Assist executives, board members, co-workers, community partners, employees, and other agency contacts with special projects.

SUPERVISORY RESPONSIBILITIES :

This position has supervisory responsibilities including operational and administrative of BRC programs.

REQUIRED EDUCATION, EXPERIENCE :

  • Master's degree in social work or a course of study that similarly aligns with the services offered by the program.
  • A minimum of 6 years' experience working directly with patients and at least 4 years of experience supervising both the clinical and administrative work of others in a similar program environment.

COMPETENCIES AND SKILLS :

  • Ability to demonstrate advanced knowledge of and is able to effectively apply and teach others to apply evidenced-based practices such as Social Learning Theory, Motivational Interviewing, Cognitive Behavioral Therapy, Trauma Informed Care, Post Traumatic Stress Disorder, relapse prevention strategies, reframing of cognitive processes, and strategies for facilitating recovery and empowerment.
  • Ability to maintain professional communications and boundaries while managing complex situations and interacting with individuals diagnosed with substance use or co-occurring conditions.
  • Ability to utilize both oral and written communications skills to effectively communicate with patients, co-workers, community resources, supervisors, and various other individuals encountered in the course of performing work while maintaining patient confidentiality and establishing professional rapport.
  • Ability to operate a computer, utilize basic MS Office programs, and effectively navigate and maintain patient records and reports in an electronic medical records system.

REQUIRED CERTIFICATIONS AND LICENSES :

  • Attain CADC-R status within 30 days of hire (if not already in possession of CADC-R or higher).
  • Possession of CADC II or ability to attain within 6 months of hire.
  • Basic Life Support (BLS) certification or ability to acquire within 90 days of hire.
  • Crisis prevention certification (such as CPI) within 90 days of hire.
  • Valid Oregon or Washington driver's license.

PHYSICAL DEMANDS :

  • Ability to safely operate a motor vehicle.
  • Must be able to drive agency vehicle with approved driver status.
  • Must be able to occasionally lift up to 25 lbs.
  • Must be able to perform Basic Life Support for 15 minutes continuously and maintain BLS certification.
  • Direct exposure to patients in working environment.
  • Must be able to operate a personal computer, including reading from a computer monitor, keyboarding, and using a mouse.
  • Must be able to negotiate staircase, reach, bend, and handle objects.

OTHER REQUIREMENTS :

  • Consistently attend and be punctual for work at multiple worksites.
  • Respond to critical situations outside of regular work hours.
  • A negative result on all pre-employment, reasonable suspicion, and post-accident drug screens.
  • An acceptable criminal record as determined by DHS, the Oregon Administrative Rules, and the Oregon Revised Statutes.
  • An acceptable driving record and automobile insurance coverage as recommended by CODA's automobile insurance provider.
