Position Summary And Purpose

The Business Support Unit (BSU) supports capture and bid and proposal efforts across the entire Q2 Impact corporate landscape, including its primary USAID practices areas of Innovation, Monitoring, Evaluation and Learning, Empowering Generations, and Governance and Localization, as well as the firms State Department and Department of Defense Division, and its Office in New Delhi, India.

Q2 Impacts priority is to provide data analysis, innovative learning, and institutional support to US Diplomacy, Development, and Defense agencies.

The BSU Director plays a crucial role in supporting all new business development efforts in with USAID, Department of State, Department of Defense, and agencies such as the Development Finance Corporation and the Millennium Challenge Corporation.

Under the Director’s direction, the BDU team will organize and manage opportunity identification, capture management, and manage proposals proposal lifecycle.

Including recruitment, internal knowledge management, and pricing support, among other tasks.

This position shapes impact trajectory by fostering collaboration, streamlining processes, and leveraging in-depth knowledge of the international development sector.

The purpose is to elevate organizational capacity, providing leadership in vital business support functions. Overseeing proposal management ensures seamless creation and submission of high-quality proposals, aligned with mission and objectives.

The role in proposal recruitment builds agile teams, enhancing project delivery, while internal knowledge management fosters continuous learning.

Pricing support maintains competitiveness in the dynamic landscape, being the driving force behind international development success and contributing to sustainable global change.

Primary Responsibilities

  • Proposal Management :
  • Lead and orchestrate the entire proposal development process, ensuring a meticulous and strategic approach.
  • Collaborate seamlessly with cross-functional teams to gather and synthesize information, fostering a cohesive proposal narrative.
  • Implement robust project management methodologies to track timelines, milestones, and deliverables associated with proposal submissions.
  • Conduct regular reviews and incorporate feedback to enhance the quality and competitiveness of proposals.
  • Proposal Recruitment :
  • Collaborate with proposal teams to understand staffing requirements and proactively address recruitment needs.
  • Partner closely with the recruitment team to identify and attract talent for proposals.
  • Streamline and enhance the proposal recruitment process, ensuring it aligns with the dynamic nature of proposal timelines.
  • Internal Knowledge Management :
  • Develop and execute a comprehensive knowledge management strategy, promoting effective internal information sharing.
  • Establish and curate a centralized repository of critical information related to business development, including best practices, case studies, and lessons learned.
  • Implement systems and tools that facilitate efficient business development knowledge capture, retrieval, and transfer within the organization.
  • Pricing Support :
  • Collaborate closely with the finance and project teams to develop competitive and financially sound pricing strategies for proposals.
  • Conduct rigorous analysis and financial modelling to ensure accuracy and competitiveness in pricing.
  • Stay informed about industry benchmarks and trends to inform pricing strategies and maintain competitiveness.

Qualifications

  • Bachelor’s degree in Business Administration, International Development, or a related field; Master’s degree preferred.
  • Proven experience in sophisticated proposal management within the international development industry.
  • Knowledge of proposal recruitment processes and strategic staffing.
  • Excellent written and verbal communication skills.
  • Familiarity with pricing strategies, financial modelling, and an understanding of cost structures in the international development context.
