Key Requirements :

  • Must be a current, permanent FBI employee.
  • Must be able to obtain a Sensitive Compartmented Information (SCI) clearance.
  • Must be able to pass a Fit for Duty physical examination.
  • Must have (or be able to obtain) a valid driver's license.
  • Some travel will be required for the position.

Physical Demands :

Work requires strenuous physical exertion such as climbing tall ladders or towers, long periods of standing, recurring bending, crouching, stooping, stretching, reaching or similar activities;

and recurring lifting heavy objects in excess of 50 pounds such as radio and related communications systems.

Work Environment :

Work involves high risks with exposure to potentially dangerous situations such as electrical shocks, falls from high towers, inclement weather conditions (rain, snow, ice, and high winds), requiring a range of safety and other precautions, including accompaniment by another technician when performing duties considered hazardous to life and limb.

Work under conditions of extreme stress and tension resulting from need to maintain equipment in optimum working condition.

Major Duties

GS 11 :

Using both regular and highly specialized test equipment (, volt-ohm, watt meter, frequency meters, oscilloscopes-single and dual trace, spectrum and distortion analyzers, RF signal generators, and similar equipment), applies highly advanced techniques to independently carry out all phases of installation, maintenance, repair, and operational testing of base stations, repeaters, remote transmitters, receivers and mobile equipment;

holding technical responsibility for the work being performing.

Performs difficult corrective maintenance and repair tasks in order to restore a system which is out of operating condition;

conducting extensive analytical testing and taking positive action to replace or repair deficient or malfunctioning components and units, keeping in mind the degree to which any malfunction within the system would affect the total operation of the system itself.

Conducts a competent inspection, maintenance, and repair program to insure optimum operational capability of all electronic and electro-mechanical systems and equipment for which technically responsible including stand-by and emergency equipment and / or systems.

Much of the equipment is geographically dispersed with subsystems located in hard to reach areas or on high towers requiring the Electronics Technician to perform maintenance and repair functions in such a manner as to assure trouble-free operation.

Installs or replaces portions of the Bureau's communication and intrusion systems; assists senior technician and FBIHQ technical personnel in installation of new stations and / or equipment.

Conducts surveys and advises of redesign or alteration in equipment to solve unique operational deficiencies based on personal experience with geographic, climatic and physical conditions existing in area for which the systems are being established.

Evaluates test results of new or modified equipment in terms of operational efficiency, and attainment of objectives.

In the absence of senior technician, plans and organizes work for lower grade technicians; assigns priorities to maintenance tasks and schedules;

assures all reports and logs are completed and up -to-date; and has overall responsibility for technical aspects of the work performed.

In this regard, inspects completed maintenance work; furnishes advice or guidance when necessary; and conducts on-the-job training in the more complex maintenance work.

GS 12 (in addition to the GS 11) :

  • Performs the most difficult repairs for all systems utilizing both regular and highly specialized test equipment. Independently carries out all phases of installation, maintenance and operational testing of the Radio Systems, Electronic Security Systems, and Data Networks in accordance with manufacturer's specifications and technical requirements provided by FBIHQ.
  • Assists in planning, organizing, and managing preventive and corrective maintenance programs; conducting routine inspections and equipment / system tests to ensure technical integrity, taking appropriate corrective action as required.
  • Provides guidance and assistance in the installation of major components of the Bureau's communications and intrusion detection systems.

Conducts surveys and suggesting alterations in equipment to meet needs of particular site based on personal experience with geographic, climatic and physical conditions in area for which systems are being established.

  • Verifies test results conducted by lower grade Electronics Technicians with regard to new or modified equipment; preparing schematics of modified equipment for them when necessary.
  • Provides guidance to lower grade Electronics Technicians and has responsibility for their personal safety when working on high-voltage equipment.

Inspects completed work, furnishes advice and assistance on technical equipment problems, and conducts on-the-job training in more complex technical work.

Conducts training programs as necessary and affords instruction to Special Agent and support personnel on various types of equipment.

Continuously reviews pertinent technical manuals to remain current with technology. Attends government-sponsored training classes.

Qualifications and Evaluations

Specialized Experience Requirements

GS 11 : Applicants must have one (1) year of specialized experience equivalent to the GS 10 grade level.

Specialized Experience is :

  • Utilized test equipment and advanced techniques to perform installation, maintenance and repair tasks, and operational testing in at least two of the following areas : FM radio systems, data networks, and / or electronic physical security systems.
  • Worked with the application of advanced electronics concepts using various electronics testing equipment including the multi-meter, oscilloscope (single and dual trace), spectrum analyzer, watt meter, frequency counter, spectrum analyzer, distortion analyzer, etc.
  • Assembled and installed electronic devices and equipment; utilizing various applicable hand and power tools.
  • Provided network configuration services that involve an understanding of various IP network protocols and sub-netting.
  • Assisted higher grade technician(s) in carrying out electronic installation, replacement, and maintenance work.

GS 12 : Applicants must have one (1) year of specialized experience equivalent to the GS 11 grade level.

Specialized Experience is :

  • Utilized test equipment and advanced techniques to perform installation, maintenance and repair tasks, and operational testing in each of the following areas : FM radio systems, data networks, and electronic physical security systems.
  • Performed technician work involving AC and DC circuits that involve interpreting schematics, and the utilization / integration of various electronic components.
  • Carried out the installation, replacement, and analysis of electronic security systems; making recommendations on design or alteration based on data collected through testing or other analytical methods.
  • Provided physical installation and configuration of network devices (routers, switches, and encryption devices) that involve an understanding of IP network protocols, Virtual Private Networks, and sub-netting.
  • Conducted a competent inspection, maintenance, and repair program to insure optimum operational capability of all electronic and electro-mechanical systems and equipment including stand-by and emergency equipment and / or systems.

Education

Education may not be substituted for specialized experience at either grade level.

Limited Movement : Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months.

HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.

Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.

Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Inconsistent."

b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and / or when frequent absences negatively impact operations of an office.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to substantially reimburse an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.

Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI.

The 12-month waiting period begins the day an employee reports for duty at the new location.

Memorandum for Record : Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e.

back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position.

If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record) :

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month / year work began

c. Frequency worked (, daily, monthly, etc.)
