The Executive Director serves at the pleasure of the Board of Directors and has the role of the General Manager and Chief Operating Officer of the Association.
The Executive Director is responsible for the operations of the homeowner association and the achievement of its lifestyle, operating and financial objectives.
The Executive Director has full responsibility for all Association services and activities, provides overall leadership, administrative direction, oversees operations and coordinates the work of all Association divisions to ensure efficient and effective services.
Distinguishing Characteristics
The Executive Director is appointed by, represents, and serves at the pleasure of the Board of Directors. This position requires initiative, judgement, discretion, the ability to make independent decisions, and execute the decided strategic objectives, within established policies and procedures set forth by the Board of Directors.
At all times the Executive Director is expected to follow all federal, state, and local laws, by-laws and regulations.
Summary of Responsibilities
Advises the Board on matters of policy and administration; formulates plans to implement policies and accomplish strategic goals in accordance with the Associations Strategic Planning Initiatives.
Directs the implementation of the strategic priorities and levels of service established by the Board.
Directs the development and implementation of the Association’s goals, objectives, policies and priorities; oversees long range strategic planning, analyzes and evaluates Association programs and services;
assists and advises the Board of Directors in establishing overall Association policies.
Directs the work of all Association department directors and managers; identifies Association needs for the Board of Directors;
researches Board requests regarding policies and prepares and submits recommendations; develops alternative courses of action for Board consideration.
- Appoints, hires, trains, suspends, demotes, separates, and conducts annual performance evaluations of department directors / managers and executive / administrative staff who are direct reports.
- Directs the preparation of the annual Association budget; reviews and evaluates the annual budget requests of all Association departments;
makes recommendations to the Board on budget matters; administers Association budget following Board approval.
Attends all Board of Director meetings, except when excused; directs the preparation of the Board meeting agendas; presents and makes recommendations on matters on the agenda.
Develops and implements goals and objectives for the administrative department by planning, organizing, directing and reviewing activities and outcomes.
Ensures that the Board is kept fully informed of budgetary revenue and expenditure, departmental operations and project progress, and issues, through periodic status reports;
provides an in-depth analysis and review of all association matters in such a manner that the Board may make policy decisions and devise ways of achieving effective policies, efficiency outcomes, while maintaining economy for the Association.
In support of the Board’s standing committees, acts as a non-voting member and directs staff in support of each committee’s mission.
Advises, and executes decisions, through the Board, for items regarding strategic planning, budget, properties, compliance, accommodation requests, etc.
to provide guidance and direction to managers for a portfolio of diverse business segments while carrying out Board authorized plans and policies.
- Represents the Association at the local and state level in regional meetings for various city and county issues through agencies, boards and commissions, legislative bodies and community organizations.
- Directs, explains, justifies, and defends Association programs, policies, activities; negotiates and resolves sensitive and controversial issues;
responds to and resolves difficult and sensitive inquiries and complaints. Cooperates with community organizations, government agencies, districts, press and other public groups to ensure the efficiency and effectiveness of Association operations.
- Directs, leads, advises, and executes on matters involving programs, organizational development and financial plans that achieve consistent enhanced lifestyle qualities and financial objectives.
- Directs staff on the development of operational budgets, working with the Board to advise and recommend to the Finance Committee, Properties Committees, etc.
regarding operation costs, reserve funds and capital expenditures, which ultimately develops an annual assessment recommendation for submission to the Board of Directors for final approval.
Directs and oversees the Director of Finance with support to manage annual departmental budgets, monthly Operating and Reserve Fund balance sheets and statements of operations explaining significant variances with budgets.
Directs staff to develop remedial operational actions where needed and report such to the Finance Committee, through the Board of Directors.
Directs and oversees the Director of Human Resources with support to manage, develop, implement, and evaluate human resource operations in compliance with federal and state laws and regulations.
With approval of the Board, establishes and keeps a competitive wage and salary schedule for employees enabling the Association to attract and retain competent personnel.
Supports organizational development through hiring, retaining, training, establishing policies, procedures and practices which create a culture of alignment, effectiveness, and professionalism.
- Directs and oversees the Facilities Director with support to develop, operate, and maintain guidelines for common areas of the Association to ensure they are maintained at a standard of professional excellence, structurally sound, and operating levels consistent with the desires of the Board.
- Directs and oversees the WellFit Director with support to develop, operate and maintain 2 fitness centers, 4 pools, a Spa, Wellness, and Lifestyle departments with activities such as concerts, plays, trips, dance events, arts and crafts.
- Directs and oversees the Information Technology and Communications Manager to support, develop and operate information systems to support business operations, communications, graphic design, marketing, advertising and publishing a monthly Compass community magazine.
- Directs and oversees the Director of Food and Beverage to support and manage 1 restaurant, 2 bars, 1 café, catering and banquets, and venues such as community events, weddings, concerts, celebrations, business catering and resident lifestyle activities.
- Directs, cultivates, and upholds professional standards to ensure an environment of professionalism and high effectiveness to ensure a positive experience for our residents and guests, employees, volunteers, committee members and Board of Directors.
- Oversees, directs, and facilitates conflict resolution processes and procedures among staff, Board of Directors, member organizations, residents, standing Board committees and governmental or regulatory agencies with which the Association has dealings.
- Oversees and directs staff through department Directors to maintain official records and documents and ensure compliance with federal, state and local laws, regulations and reporting requirements.
- Oversees and directs operations effectively and efficiently sustaining the policies of the Board, establishing operating and asset safeguard procedures while serving the best interests of members and the Association.

Physical Requirements
- Position involves sitting, standing and / or movement. Position requires ability to frequently exert minimal force of up to 20 pounds and occasionally exert up to 25 pounds of force to carry, lift, push, pull and otherwise move objects.
- Sit or stand for prolonged periods of time. Stoop, bend, kneel, crouch, reach, twist, lift, carry, push and / or pull. Use repetitive hand movements and fine coordination including using a computer keyboard.
- Must be able to read faint or partially obscured writing or printing, with or without corrective lenses.
- Must be able to speak English in a clear and understandable voice so that business may be conducted with individuals of a wide and varied range of education and capability.
This ability applies to the use of a pen or pencil regarding written communications as well.
Must be physically and intellectually capable of operating a computer, printer, ten key calculator, telephone and various other items of office equipment.
Must be proficient in Microsoft Office and various commonly used software applications.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

Education and Experience
- Bachelor's degree with a minimum of eight years working experience in a management capacity with four years of senior management with heavy emphasis on financial and human resources management or equivalent.
- Executive level experience serving boards, implementing organizational governing policies, executing and taking action through administrative practices and procedures, general business law, sound management practices associated with accounting and reporting requirements, human resource practices, inventory and procurement procedures, safekeeping and investment of Association assets and funds, contractual relations, building and property maintenance, safety and risk management, public, member and customer relations, recreation and food service operations.
- Active CACM designation and association with CAI is preferred. The Executive Director position would be encouraged to obtain this certificate either before or as soon as possible after taking the position.
- Success working with Boards of Directors, their standing committees, and diverse member and nonmember groups with the ability to cultivate dynamic, collaborative and constructive relationships.
- Strong marketing and public relations skills with the ability to engage a wide range of stakeholders and cultures.
- Strong written and verbal communication skills.
License and Certificate
For continued employment with Sun City Lincoln Hills Community Association you must maintain such license, certification or registration to meet the minimum qualifications of this position.
- Must possess and maintain a valid driver’s license.
- Any license, certification, or registration required for this position shall be maintained (active and in good standing) at all times during employment with Sun City Lincoln Hills Community Association.
