Position Overview : Client is seeking a dynamic leader for the role of Sr. Manager, R&D Outsourcing within our Development Business Operations department.
This position involves providing category management, sourcing, and contracting expertise in clinical outsourcing for global Phase b-Phase clinical trials.
The Sr. Manager will oversee the entire lifecycle of vendor management, including vendor selection, RFI, RFP, contracting, performance monitoring, change orders, and proper closeout of clinical agreements, particularly focusing on Clinical Research Organizations (CROs).
You will collaborate with senior management and cross-functional teams in a matrix environment.
Core Responsibilities :
Delivery Excellence
- Develop and manage a global clinical development vendor strategy for programs focused on Cell Therapy.
- Oversee contract and sourcing activities for Phase b- clinical programs, delivering value through cost savings and innovation.
- Implement sourcing strategies that align with project scope and objectives.
- Manage the full contract negotiation lifecycle, ensuring compliance and maximizing contract value.
- Collaborate with cross-functional teams to ensure a compliant vendor selection process.
- Facilitate vendor bidding and proposal development.
- Serve as a subject matter expert in contract negotiation and management.
- Lead vendor bid defense meetings and manage high-value contract negotiations.
- Maintain a strong understanding of regulatory and legal issues relevant to clinical development.

- Analyze complex data from financial and operational perspectives to make informed recommendations.
- Influence vendor selection decisions at the project team level.

- Identify and implement best practices in vendor selection and category management.
- Utilize benchmarking and industry insights for continuous improvement.

- Take ownership of issues from identification through resolution, ensuring sustainability in solutions.
- Manage study-level vendor management issues and escalate high-risk concerns as necessary.
- Proactively address operational and systematic issues during study start-up.

- Engage with clinical operations leadership to drive sourcing strategy and compliance.
- Establish and maintain relationships with internal and external teams across functions.
- Collaborate with stakeholders to resolve complex contract-related issues.

- Develop effective sourcing solutions and process improvements based on business needs.
- Make critical decisions in clinical vendor agreement negotiations and escalations.
- Analyze cross-functional data to recommend global development vendors to senior leadership.

- Demonstrate excellent communication skills, engaging with stakeholders at all levels.
- Provide training to internal stakeholders on contract budgeting and administration.
Capabilities and Requirements :
- Proven thought leadership and consistent customer service skills.
- Expertise in the end-to-end sourcing and contracting process, including RFx and negotiation.
- In-depth knowledge of clinical research processes and regulatory environments.
- Strong leadership skills in a fast-paced, changing environment.
- Financial acumen to analyze complex budgets.
- Familiarity with legal, clinical operations, and regulatory matters.
- Willingness to travel as required.
Knowledge, Experience, and Skills :
- Relevant experience with a BA or MS in a related discipline; MBA or JD preferred.
- PMP / CPSM certification or equivalent is a plus.
