ESSENTIAL FUNCTIONS :
Incumbent must achieve the following outcomes with or without reasonable accommodation :
- Advises staffing professionals on policies, procedures and laws.
- Conducts discipline and termination due process hearings for certified and classified employees and ensures recommendations meet all applicable legal requirements.
- Facilitate and execute employee relations matters dealing with employee discipline, to include suspension and due process hearings.
- Supervises the process for preparing for terminations and appeals.
- Assist in designing and developing the processes required to formulate committees required to review, develop, and revise district Human Resources policies and procedures.
- Assist in designing and developing the processes and personnel required to coordinate the development of handbooks / guides / brochures and other information / advisory / instructional materials required for the implementation of district Human Resources policies and procedures.
- Maintains liaison with various agencies outside of the District to ensure efficient customer service.
- Develops and delivers appropriate training programs for school principals and supervisors.
- Gathers data and responds to pending legal proceedings.
- Ensures District compliance with outside agency requirements.
- Represents the Human Resources Department on various issues and legal proceedings.
- Provides guidance and assists principals and supervisors dealing with employee issues and employee evaluation.
- Coordinates and implements district wide processes regarding legal compliance issues.
- Ensure principals and supervisors follow statutory and New Mexico Administrative code procedures for employee evaluation and disciplinary issues.
- Interfaces with legal counsel to ensure proper procedures and protocols are followed regarding employee relations, including drafting and composing employee memorandums, which includes technical / legal writing.
- Interfaces with district bargaining units to ensure compliance with negotiated agreements as pertains to employee relations.
- Assists in coordinating and implementing new district wide processes regarding legal compliance issues.
- Other duties as assigned.

- Employee Relations experience within a school district.
REQUIREMENTS :
Bachelors’ degree in Human Resources, business, education or other related fields with five years directly related knowledge and experience (in a human resources generalist capacity or school-related management position entailing human resource knowledge);
or five years working directly within the APS Human Resources Staffing Department in an employee relations capacity.
- Teaching or other school related administrative experience helpful in performance of duties.
