Minimum Qualifications CURRENT STATE EMPLOYEES : Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 7 or above and eligible for transfer under Section 70.
1 of the NYS Civil Service Law. GENERAL PUBLIC CANDIDATES : One year of clerical experience. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified
- Duties Description Performs clerical and administrative duties in support of a Highway Maintenance Section comprised of approximately 20-40 employees whom have multiple shifts;
- handles incoming telephone calls; monitors and responds as necessary to radio communications, including dispatching maintenance staff to handle / resolve problems;
- maintains and processes employee time and attendance information; inputs and reconciles time and attendance data in various automated systems and resolves or assists in resolving identified discrepancies;
- records employee labor information; receives, stores, distributes and monitors inventory items in a Section storeroom; ensures availability of adequate levels of materials and supplies needed in support of Section operations;
initiates and / or prepares required paperwork in connection with the purchase and procurement of items through the use of open-end orders, purchase orders, petty cash, etc.
- Serves as liaison between the section and the Division Administrative Office and / or Headquarters on various payroll and human resources matters;
- assists supervisors and employees in the processing of payroll and human resources information or in resolving human resources and payroll matters;
and prepares a variety of reports for use by the Section Maintenance Supervisor 2, Division Headquarters Managers and other Departments.
