Summary

The main function of a construction manager is to plan, direct, or coordinate activities in engineering, research and development, financial systems, and product roll-out.

The CHI22 project is located in Franklin Park, IL.

Job Responsibilities

  • Set up, chair and minute all client meetings, ensuring that DCD, DCE and DCOPs are fully informed.
  • Reporting on a weekly basis to the DCD PM of scope, budget and program status, and any other issues arising.
  • Liaise with the Client, Professional Team and Contractor to establish all key project processes and monitor these processes reporting and making recommendations to the Client.
  • Engage FAT / SAT attendance and Vendor attendance to site as appropriate.
  • Liaise with the Client, Professional Team and Contractors to establish, review and regularly update the Project Risk Register.

Agree and monitor Risk Mitigation Plans and provide input into quantitative risk analysis reviews.

  • Initiate any actions / escalations such as acceleration programs for tasks falling behind and impacting critical path.
  • Monitor and report on Commissioning process, checking that the Commissioning Agent has developed a Commissioning Plan and all necessary test sheets and documentation.
  • Liaise with the DC Operations team to coordinate their involvement in all installation, commissioning and snagging activities.
  • Coordinate all parties to complete Practical Completion documentation and that all manuals are submitted and approved to an agreed schedule.
  • Establish and manage the defect identification and resolution process, and monitor all handover activity to ’s Turn-Over process.
  • Liaise with Integration Lead to develop and manage the Integration plan.
  • Coordinate projects, making detailed plans to accomplish goals and directing the integration of technical activities.
  • Present and explain proposals, reports and findings to clients.
  • Recruit employees, assign, direct, and evaluate their work, and oversee the development and maintenance of staff competence.
  • Analyze technology, resource needs and market demand, to plan and assess the feasibility of projects.
  • Confer with management, production and marketing staff to discuss project specifications and procedures.
  • Review and recommend or approve contracts and cost estimates.

The Project Manager is also expected to support the DCD Project Manager with the following :

  • Drive LLE, M&E and other technical design issues through to completion.
  • Monitor and report on LLE, M&E and other construction coordination on site.
  • Prepare reports for MSFT stakeholders on LLE and M&E vendor issues.
  • Prepare and issue for the DCD PM’s approval a monthly Project Manager’s report, weekly status update reports and provide input into other stakeholder reports and presentations as may be required.
  • Provide supporting information for the DCD PM’s input into Payment Application Reports and assist the Cost Manager to present these for approval to management justification and technical detail.
  • Liaise with the Professional Team around time / scope impacts assessments, and validity for change or variation events.
  • Manage the General Contractor around technical and status meetings.
  • Report on General Contractor and vendor adherence to the Commissioning tagging process.
  • Assist to identify early warning of construction, Mechanical and Electrical risks and issues.
  • Manage the General Contractor through identification and execution of recovery against works identified as critical path and potential schedule slippage.
  • Monitor site works and record and report non-conforming work and drive the team for follow up, preventative, and close out actions.
  • Manage the General Contractor to undertake regular site Mechanical and Electrical quality audits and witness site tests as may be necessary.
  • Chair and manage risk workshops.
  • Establish and manage risk and change management processes and promote project team compliance to project process.
  • Monitor and use reasonable endeavors to manage the General Contractor in line with company health and safety standards.
  • Manage the General Contractor to prepare all necessary schedules for the handover of the project and liaise with Integration Manager, Commissioning Manager and DC Operations Manager on agreement with the schedules.
  • Manage the General Contractor in timely preparation of system start up books and Operations and Maintenance Manuals.
  • Manage the General Contractor in the preparation and room handover documentation with input as necessary from the Architect Engineer.
  • Promote a team approach to punch-list development using the tools made available for the project.
  • Liaise with DC Operations / Security Operations and check that systems and permits are in place to enable General Contractor to access the site and complete any necessary remedial works post lock-down and turn-over.
  • Inform and monitor the General Contractor’s compliance to DC Operations / Security Operations processes during execution of post turn-over works.

Project Oversight

  • Work directly under the DCD Construction Manager to support the strategic and tactical delivery of data center project(s).
  • Help oversee and direct construction projects from conception to completion.
  • Help oversee performance of project including project status, schedule, cost control, and change management systems.
  • Instill, promote, and achieve 's Vision and Mission for the project with all contractors and consultants.
  • Direct and coordinate day-to-day activities in the field with the General Contractor, AE, and other project consultants.
  • Help maintain and manage all PM control tools.
  • Promote and maintain a well-organized site utilization plan in coordination with GC.
  • Be on the project site 5 days a week.

Safety Culture

  • Demonstrate commitment to an Injury-Free Environment through own actions and mentoring others and enforce IFE program on projects.
  • Ensure Safety is the #1 focus for the entire project by advocating, motivating, and coaching.

Schedule Compliance

  • Help assure Schedule predictability and Cost reliability.
  • Help provide guidance and oversight of the construction schedule.

Documentation And Compliance

  • Have a clear understanding of all construction documents, including drawings, specifications, contracts, submittals, and RFIs.
  • Conduct daily walks of the jobsite to establish a clear understanding of progress and report necessary observations to the manager.
  • Assist in overseeing all onsite and offsite construction to monitor compliance with building and safety regulations.
  • Oversee project compliance with all project requirements, assist in coordinating and directing General Contractor and vendor partners.
  • Assure the GC is successfully meeting contractual conditions of performance, review the work progress on daily basis.

Communication And Administration

  • Communicate project status daily to manager.
  • Review and help administer the project in-depth to schedule deliverables and estimate costs.
  • Manage and coordinate the flow of information.
  • Maintain and improve the project folder structure for documents and assets, ensuring that everything created or provided for a project is saved and organized in the best order possible.

Quality And Process Management

  • Promote, support, and defend all workflow and processes to avoid circumvention.
  • Promote best industry practices for the project to all disciplines when prompted.
  • Monitor, optimize, and refine long-range and short-term plans to ensure success on the construction project.
  • Ensure quality control is maintained by the General Contractor at all times.
  • Review inspection and test data for compliance with specifications and company standards.
  • Help GC establish QAQC procedures and conduct inspections routinely.

Meeting And Reporting

  • Attend, participate, and lead project OAC meetings.
  • Setup, lead, and participate in focus type and other type meetings as necessary.
  • Prepare internal and external reports pertaining to job status.

Education / Experience

  • Bachelor's degree in business administration or a related field.

Disqualifiers : Someone who claims to work in a data center but was doing telecom, I want to see the building of data centers within the last 5-7 years.
