GEOINT Collection Manager
KBR is seeking a highly qualified GEOINT Collection Manager to provide Systems Engineer Technical Advisor (SETA) support for the Mission Operations Directorate (MOD).
MOD operates, maintains, and reports the status of intelligence satellites and their associated ground systems, and manages the 24-hour Operations Center which, working with U.
S Strategic Command, provides defensive space control and space protection, monitors satellite flight safety, and provides space situational awareness.
As a GEOINT Collection Manager, you will support our customer in Springfield, VA understand and implement the most efficient strategies to acquire the data they require using your understanding of various collection platform capabilities and applications.
- Plan overhead collection tasks associated with collection events in response to customer Collection Requirements
- Develop effective collection strategies that combine information from disparate sources, including SIGINT, ELINT, MASINT, and open-source, to enable automated tipping and queueing models
- Collaborate across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements
- Assess the value of collected intelligence versus the customers need(s) and decision-making
- Assist in developing methods and criteria to evaluate whether collection requirements been satisfied, using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), responses to collection plans and strategies, and others, and produces feedback of findings.
- Identify collection gaps, related trends and opportunities; assesses collection options, tests assumptions, and produces judgements, recommendations and solutions to refine collection
- Evaluate the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable and valid intelligence to customers.
Required Qualifications
- Active TS / SCI with CI polygraph
- B.S. degree with at least 5 years’ experience
- Experience utilizing GEOINT collection management information systems
- Knowledge of GEOINT tasking and collection processes and protocols
- Knowledge of national, commercial, and airborne GEOINT sensors and capabilities
- Knowledge of multi-INT sources and capabilities
- Ability to collaborate with GEOINT analysts to deconstruct problems and develop effective collection approaches
Preferred Qualifications
Master’s Degree with at least 10 years’ experience
Experience with airborne collection management and throughput
Experience with commercial collection management and throughput
Experience working with hyperspectral systems
Clearance Requirement
TS / SCI with CI Polygraph
