Position Summary
The mission of Hope the Mission (HOTV) is to prevent, reduce, and eliminate poverty, hunger, and homelessness by offering immediate assistance and long-term solutions.
Our mission is to meet our participants' needs through an individualized and non-judgmental approach that will ultimately lead to long term housing stability.
The Outreach Program Manager is responsible for the leadership, management, development, supervision, and training of all staff.
This position will oversee service delivery; all services are administered using low barrier and trauma informed care approaches and all individuals experiencing homelessness are welcome and engaged with courtesy and respect.
The Outreach Program Manager is responsible for managing and gathering information for program reports, provider relations, program effectiveness, as well as evaluation and reporting in the County of San Bernardino Continuum of Care Homeless Management Information System (SB CoC HMIS).
The Outreach Program Manager maintains close communication with the staff, provides any information relevant to the program’s operation, and assists in developing and modifying the program.
He / she monitors documentation by the staff to ensure that documentation is maintained at the highest level and is responsible to provide 24-hour management of the function of the program.
Specific Duties
Will have direct oversight of all programmatic and operational activities and components of the Outreach Program
Work directly with staff on the field to ensure efficacy and flow of services.
Conduct weekly 1 : 1 supervision with each team member and report to the Director.
Conduct Monthly team bonding meetings in collaboration with the Director.
Participate in 1 : 1 weekly supervision with Director of Access & Engagement
Will respond in person and in a timely manner to all emergencies at program sites.
Ensure the program is compliant with Scope of Work, Program Standards and Facility Standards per contract requirements.
Conduct employee (90) evaluations and annual performance reviews.
Approve timesheets on a bi-weekly basis using payroll Paychex Flex / ADA system. Submit Time off Requests and Status Change forms to Human Resources by Monday at 12 : 00pm of payroll week.
Maintain a safe environment for all staff members and clients; remain compliant with OSHA.
Establish and implement program policies, goals, objectives, and procedures as necessary.
Implement, enforce, and explain guidelines, policies or regulations to staff and participants.
Receive and attempt to resolve client complaints & grievances, elevating to Director of Access & Engagement when necessary.
Participate in program, department and agency meetings and relevant training as required and inter-agency groups when appropriate.
Determine staffing requirements; interview, hire and train new employees.
Plan and direct activities with other department heads as required.
Responsible for ordering all office & Field supplies, maintaining inventory.
Communicate with supervisor and or Director of Operations to resolve operational needs.
Understand and ensure compliance with all Statement of Work.
Ensure that staff engages with clients using Housing First, Harm Reduction, Problem Solving, Trauma Informed Care and Progressive Engagement methodologies.
Regularly monitor activity in HMIS to ensure highest data quality standards.
Participate and represent HTM at all partner meetings pertinent to Street Outreach Program
Provide oversight of all physical client files according to best practices.
Collaborate with the local community to quickly resolve complaints.
Work with local law enforcement agencies, County of San Bernardino, other outreach workers and other stakeholders to connect clients to appropriate services.
Accepting and coordinating telephone referrals through Rapid Response within 24-hours.
Other Duties
Perform any other duties, projects and responsibilities as assigned by Director of Access & Engagement
Conduct Monthly Staff Meetings and Weekly Supervisions
Night deployments as requested by San Bernardino County and weekend deployments are a must
Communicate effectively and respond to correspondences in a timely manner
Identify potentially unsafe systems / processes / situations and take initiative to report to the supervisor.
Observe department guidelines concerning absences and reports such absences in accordance with departmental procedures.
Work closely with HR; report any / all staff or client incidents and accidents.

Minimum Qualifications
LCSW, Master’s Level in behavioral health or equivalent preferred
Excellent written and verbal skills
Ability to speak sufficient Spanish to communicate with homeless clients
Proven experience teaching Life Skills
Three-year’s experience in homeless services setting
Drug screen, Background, Motor Vehicle record (MVR), TB test required
A valid CA Driver’s License is required.
Knowledge
Willing and able to work well with no or low-income homeless individuals
Have a high sense of morals and compassion for the homeless and their needs
Demonstrate courtesy, mutual respect and compassion in dealing with others
Initiate and present positive solutions to problems
Demonstrate effective working relations and works effectively as part of the team to facilitate the organization’s ability to meet goals and objectives
Demonstrate a willingness to accommodate requirements or changing priorities in the workplace
