POSITION RESPONSIBILITIES
Note : All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Provide accurate, understandable, and timely billing services to customers under BPA's Power and Transmission rate schedules and customer contracts, other laws, regulations, and policies.
Analyze metering, contract, scheduling, and various other documentation used to bill for various products and services per billing schedules in a timely and accurate manner.
Explain and communicate with BPA personnel and external customers on billing, metering, or contractual processes and issues.
Respond and resolve customer inquiries via emails, phone conversations, or customer meetings; escalate more complex inquiries to the BPA workplace manager as needed.
Provide back-up billing support to other analysts as requested by the BPA manager, as needed to verify that bills are produced timely and accurately in the absence of the assigned analyst.
Analyze customer demand and energy data using the Metering system reports and Billing system outputs to verify values are in accordance with the applicable customer's contract.
Consult with subject matter experts (SMEs) in Billing and Metering Services to develop estimated meter values if unmetered or inaccurate meter values are detected.
Work with SMEs to verify correct data to use for billing.
Coordinate with the Metering Services and Power and Transmission scheduling functions to obtain data needed to produce customer bills.
Review existing and draft customer contracts and contract amendments to assess the impact on the customers' bills. Collaborate with the applicable Account Executive (AE) or Contract Specialist for clarification on contract language, if needed, to verify proper billing.
Assist in quality control assessments by reviewing customer bills for accuracy, completeness, and contract applications.
Analyze the current guidelines and make recommendations for changes.
Perform system testing related to billing system enhancements and upgrades.
Serve as a member on one or more customer account teams, represent the Billing organization, and provide analytical support and guidance on customer billing issues to the internal BPA customer account team members.
Provide recommendations and mock reports regarding new billing factors and other billing system analytical or reporting requirements that may impact other organizations within BPA.
This may include working with individuals from various Front, Middle, and Back Office groups, (Power and Transmission Account Management, Power Generation, Transmission Marketing, Legal, Rates, Energy Efficiency, Office of the Chief Financial Officer, and the Chief Risk Officer).
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know).
Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures.
Validate official records are accurately maintained for auditing purposes.
Conduct an annual review and inventory of official files and maintain the organizational file outline with oversight and approval from the BPA manager / federal personnel.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor of Science Degree in Business Administration, Finance, Accounting or Computer Programming is preferred.
years of analysis experience in a fast-paced environment in a financial analytical capacity is required.
Experience must include familiarity with basic and some complex accounting and finance concepts and knowledge of procedural controls and data validation techniques
Required Technical Skills & Experience (required on matrix)
Strong analytical / critical thinking skills.
Demonstrated experience providing excellent communication and customer service to internal and external customers.
Preferred Skills & Experience (optional on matrix)
Prior electrical utility billing experience.
Ability to get up to speed quickly working with various systems and customer specific information / data to generate bills.
Intermediate or advanced Excel skills.
User level experience with SharePoint, sufficient to maintain documentation
