Summary : JCS is seeking an experienced Cyber Intelligence Planner to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA).
The ideal candidate will develop detailed intelligence plans to meet cyber operations requirements and collaborate with other cyber operations planners to identify, validate, and levy requirements for collection and analysis.
This role involves participating in targeting selection, validation, synchronization, and execution of cyber actions, and synchronizing intelligence activities to support organizational objectives in cyberspace.

Responsibilities : The specific duties include but are not necessarily limited to the following : Provide intelligence support and coordination to offer a holistic analysis of the cyber threat environment, enabling informed decision-making for cyber defense operations.
Synchronize intelligence resources with planning and management processes for crisis and steady-state operations. Coordinate intelligence activities with CISA’s Key Intelligence Official (KIO) and CISA Intel to ensure alignment with agency priorities.
Establish and maintain relationships with Intelligence Community (IC) partners to integrate IC input into joint cyber defense plans.
Support the identification and submission of Key Intelligence Questions (KIQs), Priority Intelligence Requirements (PIRs), and Collection Requirements (CRs) to address cyber threats and operational gaps.
Monitor for emerging cyber threats and changes to the threat landscape; conduct continuous analysis to inform strategy. Respond to RFIs and provide relevant intelligence to support plan development, scenario building, and decision-making.
Support classification reviews and facilitate the downgrading of intelligence products when appropriate. Develop intelligence annexes, appendices, and briefings for leadership and external partners.
Support the creation of frameworks and procedures for formalizing intelligence support and coordination within the agency.
Prepare meeting agendas, schedules, and documentation for working groups and senior advisory councils. Measure effectiveness of intelligence support and provide actionable recommendations for improvement.
Integrate private sector cyber threat intelligence with USG intelligence to create a comprehensive view of the threat landscape.
Coordinate analytics exchanges with USG and IC partners to develop collaborative concepts and joint operational activities.
Support program management functions for compartmented intelligence programs to ensure they align with CISA’s strategic objectives.
Tools and Technologies Intelligence Analysis (i.e., ThreatConnect, Recorded Future, FireEye, Palantir) Cybersecurity Frameworks (i.
e., NIST, RMF, MITRE ATT&CK) Keywords Intelligence Analyst, Intelligence Planner, Cyber Intelligence, Threat Intelligence, Intelligence Support, Threat Monitoring Desired Skills and Experience : Relevant certifications in intelligence analysis.
Previous experience directly supporting DHS and / or CISA. Required Skills and Experience : Must be a US Citizen. Must obtain and retain a Top-Secret clearance and obtain and retain SCI eligibility / access during the performance of the contract.
Will require DHS Fitness Determination to perform work. Minimum of 6-8 years of experience in developing and improving business processes for government or private sector organizations.
Extensive experience analyzing mission requirements to determine what resources and skills are needed to meet objectives.
Strong written and verbal communication and interpersonal skills. Ability to develop detailed intelligence plans to satisfy cyber operations requirements.
Ability to collaborate with other cyber operations planners to identify, validate, and levy requirements for collection and analysis.
Ability to employ planning methodologies to synchronize JCDC intelligence resources in support of crisis and steady-state operations.
