The City of Chesapeake is seeking applications for the position of Budget Analyst.
While experience in local government budgeting is preferred, this position is also open to early-career candidates. The ideal candidate demonstrates intellectual curiosity and is willing to work independently to find solutions to complex problems.
The Analyst will join a talented and innovative Budget staff in a City with a reputation for being stable and well-managed.
The Budget Department supports over 40 City departments to develop an annual operating budget and CIP which in total exceed $2 billion.
The Analyst would have an opportunity to forge relationships with a portfolio of assigned departments and make recommendations based on analysis to City leadership.
Requires a bachelor’s degree in business, accounting, economics, public finance or a related field. Requires a minimum of two years of related, full-time equivalent experience.
Master’s degree in a related field is desirable. Hiring salary $57K to $76K DOQ / E. The City will compensate for experience in government, especially at the local level.
Typical tasks :
- Researches and analyzes economic and financial data relating to the City’s operational and capital budgets.
- Prepares recommendations to management regarding resource requests submitted by assigned departments
- Performs analytical reviews of resource requests.
- Makes inquiries of department personnel regarding operational and management functions. Reviews, prepares, and maintains financial / performance reports and records.
- Reviews forecasts of future expenditures and revenues submitted by departments and evaluates economic status, trends, opportunities, and plans that may affect the City’s ability to fund programs and projects.
- Maintains communications with different departments and makes recommendations to management.
- Audits and summarizes budget and / or revenue information.
- Coordinates and conducts research such as distributing and collecting surveys concerning budget issues.
- Attends or conducts meetings to exchange information; attends in-service training professional classes, seminars, or conferences to improve professional skills.
- Performs related tasks as necessary such as serving on budget-related committees and solving unexpected funding problems.
- Performs other related duties as assigned.

Required Qualifications VOCATIONAL / EDUCATIONAL REQUIREMENT : Requires a bachelor’s degree in accounting, business, economics, public finance, or a closely related field.
Prefer candidates with a policy analysis background and with strong quantitative analytical skills.
EXPERIENCE REQUIREMENT : In addition to satisfying the vocational / education standards, this position requires a minimum of two years of related, full-time equivalent experience.
SPECIAL REQUIREMENT : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-terms department needs and / or City-wide emergencies.
Emergency operations support work and work locations may be outside of normal job duties. Preferred Qualifications
