Occupational Summary

Manage and coordinate personnel activities in the Department of Biostatistics and Bioinformatics to include recruitment, placement and termination of employees, classification and salary administration, interpretation of personnel policies, employee relations functions, and space and facilities to meet University and departmental objectives.

Advise and assist in the appointments, promotions and tenure process for the department faculty.

Work Performed

Advise departmental management on pay issues, affirmative action requirements, classification issues, performance appraisal, employee relations, employee and student visa sponsorships and employee training and development issues;

maintain liaison with Human Resources, SOM HR, and other appropriate offices and departments to respond to personnel problems, issues, and special requests and to facilitate personnel actions.

Manage and implement HR programs, initiatives, training and activities supporting the overall organizational goals and objectives.

Provide oversight and support for onboarding, visa management, payroll processes, annual flu vaccination compliance, annual performance management process, and annual safety and compliance training.

Interpret personnel policy intent and / or acceptable management practices to ensure fair and consistent application of University policy;

develop departmental policies in accordance with established University policy.

Advise and assist management, faculty and staff in the handling of employee relations issues, complaints and / or grievances and determination of appropriate disciplinary actions;

represent management at grievance hearings, dismissal conferences and arbitration.

Coordinate and manage recruitment, screening, and interviewing of applicants for departmental positions; provide guidance on selection and placement of employees in positions to achieve departmental objectives;

ensure departmental compliance with EEO and other applicable requirements.

Review and screen departmental requests for new positions and reclassifications to determine appropriateness of submission;

advise management on departmental organization; provide information on job duties to Rewards and Recognition.

Advise and assist in the appointments, promotions and tenure process for the department faculty. This includes, but is not limited to, drafting Faculty Offer Letters and salary change requests through the School of Medicine Finance Office,

Work closely with education management, director of graduate studies’ assistants, program coordinators, and grant administrators to advise and assist with various aspects of the five degree programs in the department, including instructor hires and compensation, visas, and the complexities related to the PhD student stipends regarding compensatory payroll, non-compensatory payments, internal and external fellowships, the hire and termination processes, consistency with GSF web app, monitoring the year-to-year changes in funding requirements and tracking the students’ progression through their program to avoid overpayments after completion of their studies.

Assist management with salary budget planning and staffing requirements. Advise and assist with the department space and facilities planning & management.

Complete the annual salary setting via Duke @ Work for Faculty and Staff, including analyzing and reviewing the submission to ensure adherence to the overall merit pool.

Maintain data reports containing information on all department employees; prepare reports and analyses reflecting progress, adverse trends and appropriate recommendations or conclusions;

ensure maintenance of appropriate personnel records.

Supervise designated employees; recommend various personnel actions including, but not limited to, hiring, performance appraisal, disciplinary actions and vacation schedules.

Perform other related duties incidental to the work described herein.

Education / Training

Work requires a general business or personnel background generally equivalent to a bachelor's degree in a related field.

Experience

Work requires five years of business and / or administrative experience, with exposure to human resources activities, to acquire knowledge of human resources policies and procedures necessary to manage the personnel activities of a major department or division.

PHR / SPHR and / or SHRM-CP / SHRM-SCP certification preferred.

OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND / OR EXPERIENCE.
