Job Responsibilities :
Position Summary : This position is responsible for assisting in the daily operations of drug testing services in Milwaukee County.
The primary duties will involve observed collections of urine specimens, assuring Milwaukee County Chain of Custody protocols are utilized within daily operations, utilization of ePretrial for the reporting of results, and assisting the Lead Drug Testing Technician with managing inventory of testing equipment.
Essential Functions :
- Direct observation of urine specimen collection from pretrial program participants for the purpose of drug testing at the Milwaukee County Safety Building.
- Ability to understand and strictly adhere to Milwaukee County Chain of Custody protocols.
- Utilize ePretrial, a Milwaukee County web-based software, to report accurate and time sensitive drug test results.
- Serve as a secondary source for the verification and interpretation of a positive result.
- Timely and accurate reporting of all drug testing results to pretrial services case managers with positive drug test results.
- Timely communication with pretrial services case managers with any concerns involving participants tested.
- Scan and save all documented positive drug test results to the secure WCS folder.
- Assist the Lead Drug Testing Technician in managing inventory and overall cleanliness of drug testing area / rooms.
- Receive confirmation requests from case managers and prepare appropriate Chain of Custody forms pending approval from supervisor.
- Receive cash payments for confirmation tests, and accompanied with request forms, provide to supervisor.
- Transport positive test samples to WCS administrative building for secure storage of up to 10 days.
- Responsible for same-day reporting of any notable issues during testing operations directly to Director via email or phone.
- Participate in required agency training, including, but not limited to, Trauma Informed Care, Motivational Interviewing, Ethics and Boundaries, and Cultural Reverence.
- Distribute and collect Civil Rights Compliance / Agency Demographic surveys.
- Provide coverage to cover office hours at primary site and other sites when requested, including weekend drug testing for Milwaukee County Drug Treatment Court.

Job Qualifications :
Knowledge, Skills and Abilities : Knowledge of urinalysis collection practices and procedures. Experience with computer use and managing web-based software and data entry.
Maintain professional and respectful relationships with staff and participants. Ability to communicate effectively with co-workers.
Ability to multitask with attention to detail. Ability to strictly adhere to Milwaukee County Chain of Custody protocols.
Training and daily implementation of Trauma Informed Care and Motivational Interviewing.
Minimal Qualifications :
- Minimum H.S. diploma.
- Ability to use a computer, and additionally have clerical and customer service skills. Ability to effectively interpret drug testing results.

Work Relationship and Scope : Reports directly to the Lead Drug Testing Technician and the Director of Electronic Monitoring and Drug Testing.
Daily contact with wide spectrum of individuals including drug testing program participants, pretrial services supervisors and case managers, WCS staff and leadership, and Milwaukee County Courthouse personnel.

Working Conditions : Work is performed in the pretrial services offices (specifically room 417) of the Milwaukee County Safety Building.
Other work functions may be required at other WCS locations as assigned and may require use of car. Average at least 40 hours per week;
may include some weekends. Schedule is generally Monday-Friday from 8 : 30 4 : 30 pm.
Physical Demands : Duties require good hearing and visualization. The ability to communicate verbally and effectively; hand and finger dexterity for data entry and typing;
ability to collect and directly observe participants being drug tested, following the specific county protocols. Valid driver’s license.
