About this Position
The IT Project Management Office (PMO) Manager is responsible for overseeing and coordinating technology projects for the City as well as ensuring that project management processes are consistently applied and aligned with the department's vision and industry best practices.
This IT job involves developing and implementing policies, supervising professional staff, and planning and organizing services to support all City departments.
Additionally, this PMO job helps develop and refine processes and procedures to optimize project efficiency and outcomes.
Work is performed independently within the framework of established policies, procedures, and guidelines, and is reviewed through reports, meetings, and system performance evaluation.
Responsibilities
- Manage the Project Management Office (PMO), including establishing goals and objectives
- Hire, plan, manage, and evaluate the work of personnel in the PMO
- Perform long-range planning with City leaders to envision technology project direction
- Lead cross-functional teams to implement complex priority technology projects
- Develop project plans, manage scope, assess risks, and communicate with stakeholders
- Assist business owners with budget, training, procedures, and transition
- Provide project management services for implementation of applications used in City departments
- Develop application project schedules and work programs to support application operations
- Coordinate contracts and statements of work with vendors for services, software, data, conversion, and other products
- Coordinate various software applications development, implementations, and upgrades
- Ensure compliance with IT and City policies
- Assist the IT Director in preparing the annual budget for operations, capital expenditures, and professional services
- Approve invoices, budget transfers, and other financial documents
- Prepare, monitor, and make recommendations for the annual operating budget of the PMO
- Confer and coordinate with various departments and staff to determine user needs
- Complete Professional Development Units annually to maintain or achieve Project Management Professional (PMP) Certification or certification as a Certified Associate in Project Management (CAPM), or equivalent
Qualifications
- Combination of education and experience equivalent to graduation from an accredited four-year college or university with major course work in computer science or related IT fields
- Thorough experience with application design, implementation, and management 5 years of experience preferred
- 3 years of administrative and project supervisory experience
- Project Management Professional (PMP) Certification or certification as a Certified Associate in Project Management (CAPM) (preferred)
- Valid Oklahoma Driver's License and a driving record acceptable to the City's insurance carrier

- Ability to provide technical help, database analysis, and / or basic software support
- Willingness and ability to occasionally travel (in personal vehicle as needed) to local or out-of-town events
- Ability to meet the required physical standards for this position
- Ability to pass extensive background process and pre-employment drug and audio screenings
