CLASS DESCRIPTION
The Electric Vehicle Charging Programs Manager will develop, manage, and oversee all aspects of the Electric Vehicle (EV) Charging Programs in Baltimore City.
The position is responsible for the overall direction, operations, budget, and reporting of each assigned EV charging project.
The EV Charging Programs Manager will interact with government officials, utility management personnel, vendors, and the public to support the program.
The Electric Vehicle Charging Programs Manager’s responsibilities cover all the areas of project management including project planning, cost management, time management, quality management, contract administration, and safety management.
The Electric Vehicle Charging Programs Manager is responsible for overall project planning and scheduling, resource allocation, project accounting and control, while providing technical direction and ensuring compliance with quality standards.
The Electric Vehicle Charging Programs Manager estimates costs, incorporating value engineering or cost solutions, as the plans develop.
The Electric Vehicle Charging Programs Manager assists in obtaining required permits by coordinating with the appropriate agencies
ESSENTIAL FUNCTIONS
- Manage all aspects of Baltimore City’s publicly accessible EV charging programs.
- Represent the Parking Authority and the City of Baltimore in electric vehicle charging organizations including (but not limited to) the Baltimore City Electric Vehicle Charging Work Group and the State of Maryland’s Zero Emission Electric Vehicle Infrastructure Council (ZEEVIC).
- Communicate the availability of publicly accessible EV charging stations to a variety of stakeholders (i.e. residents;
businesses; visitors to Baltimore) through a variety of means (i.e. webpage; public service announcements; etc.) and promote their use.
- Manage agreements with EV charging providers and monitor them to ensure that all terms are met.
- Support the implementation and installation of Electric Vehicle Supply Equipment (EVSE) for the EV charging programs.
- Manage every aspect of the development process with consultants, general contractors, specialty contractors and internal departments.
- Manage multiple EVSE projects and the development of each from beginning to end.
- Manage each phase of the project including design, permitting, bidding, contracting, construction, and close out.
- Facilitate the project scope, goals, and deliverables to stakeholders.
- Foster a proactive and customer-centric culture among customers, EVSE developers, technology providers, and sales representatives.
- Research and report on relevant federal, state, and local grant opportunities.
- Writes clear, understandable grant proposals that are concise and detailed.
- Oversees the grant application process from submission to receipt to budget allocation.
- Execute budget development, forecasting, and management of project timeline as well as change orders using web-based project management software and programs.
- Develop, document and hone processes of the EV charging programs and their projects.
- Ensure the proper maintenance and operation of City-owned publicly accessible EV charging stations.
- Provide direction and support to the project teams and present reports defining project progress, problems, and solutions.
- Collaborate with operations and contractors to ensure seamless response to complex public charging station applications for rebates or incentives.
- Partner with construction planning and business development teams to resolve customer and site-host issues.
- Offer input on program design, customer enrollments, budget, and timely, accurate incentive payments and reporting as needed.
- Deliver outstanding customer service through timely response and proactive solutions to all stakeholder needs and issues.
- Curate and follow all documented policies, Standard Operating Procedures, and work instructions applicable to the position and in support of the Parking Authority’s quality standards.
- Maintain a safe and clean work area by complying with all procedures, rules, and regulations.
SUPERVISION RECEIVED AND EXERCISED
This position requires minimal direction and functions independently to develop solutions to complex problems which require the use of creativity, ingenuity and innovation while ensuring that solutions are consistent with the program and organization objectives and future strategy.
This position does not have specific supervisory responsibilities but may, when needed, instruct, and train support personnel.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION : Have a bachelor’s degree in a related field from an accredited college or university.
EXPERIENCE : Have four years’ experience in procedural, organizational and operational analysis is required.
NOTES(EQUIVALENIES) : An equivalent combination of education and experience may be considered.
PREFERRED QUALIFICATIONS : Grant writing experience is preferred. Electric vehicle charging management and / or parking management experience is preferred.
Proficient in Microsoft Office applications with a strong emphasis in PowerPoint, Outlook, Word, and Excel.

- Ability to deal effectively with contractors, consultants and Federal, State, City, and private utility company personnel.
- Ability to effectively present information to program partners, customers, and PABC management and team members in small and large groups.
- Ability to read, analyze and interpret electric vehicle charging industry statistics and periodicals and professional journals, technical procedures, and governmental regulations.
- Ability to author reports, business correspondence and procedure manuals.
- Ability to effectively present information and respond to inquiries from groups of partners, PABC management, managers, clients, customers, and the public.
- Ability to analyze information, both technical and financial, to make recommendations based on the information, and to create reports or presentations.
- Knowledge of City budget procedures.
- Ability to work a hybrid, office-telework, schedule.
- Knowledge and / or experience with electric vehicle technologies
PHYSICAL REQUIREMENTS : Work is performed in an office and outdoors where there is routine exposure to inclement weather.
Weekend and evening work is required, and the Manager’s schedule must be very flexible. Work requires moderate physical exertion.
The position frequently requires the employee to sit, stand, walk, balance, climb steps, stoop, kneel, use hands and reach with hands and arms.
Occasional light lifting of materials up to 40 pounds may be required. When conducting out-of-office activities, including site 1 visits and inspections, appropriate attire should match the environment.
