Job Summary

The Animal Law Enforcement Training Manager is responsible for developing, implementing, and managing comprehensive training programs for all Animal Law Enforcement (ALE) staff.

This role involves planning, conducting, facilitating, administering, and coordinating ALE training programs which include the ALE Training Academy, training for ALE Administrative staff, and continuing education for ALE staff.

This position is crucial in ensuring that ALE personnel are well-trained, compliant with continuing education expectations, meeting certification requirements, and prepared to perform their duties effectively .

This role ensures that all training programs align with organizational goals, legal requirements, and best practices in law enforcement and animal welfare.

Key Duties and Responsibilities

Program Management

  • Manages the ALE Division of HSPPR's professional learning programs in alignment with company goals and initiatives through outsourced or in-house resources.
  • Plans, implements, and oversees the ALE Training Academy.
  • Supports the ALE Administrative Manager in providing and / or coordinating training for ALE Administrative Staff including call-takers, dispatchers, and licensing staff.
  • Supports the ALE leadership to identify and coordinate training requirements for officer progression.
  • Oversees certification of ALE Field Training Officers (FTO's).
  • Oversees ALE Disaster Preparedness Training.
  • Oversees ALE Special Operations Response Team (SORT) training and certifications.
  • Coordinates ALE public education efforts, including but not limited to the ALE Responsible Pet Ownership Class and ALE participation in the HSPPR Summer Camp.

Employee Development

  • Frequently travels to all ALE divisions to provide in-person training, coaching, and mentoring.
  • Manages, motivates, and trains employees, ensuring effective teamwork, high standards of work, organizational performance, continuous learning, and encouraging innovation.
  • Develops, selects, and facilitates various training delivery methods, including classroom instruction, virtual training, on-the-job coaching, and other options.
  • Uses known educational principles and stays up to date on new training methods and techniques.
  • Markets available training opportunities to employees and provides the necessary information.

Training Materials and Methods

  • Designs, produces, and prepares training materials, including multimedia visual aids and presentations, standard operating guidelines, and other educational aids and materials.
  • Prepares and instructs classroom training, demonstrations, on-the-job training, meetings, conferences, and workshops.

Evaluation and Standards

  • Assesses program impact by creating evaluation processes and gathering performance feedback from trainers and trainees after each educational session.
  • Evaluates the level of learning and implements learning standards and expectations, creating pre and post-tests, subject examinations, quizzes, projects, and assignments.
  • Ensures training curriculums meet standards for qualification of continuing education credits for the Bureau of Animal Protection and the Animal Welfare Association of Colorado.

Communication and Coordination

  • Attends monthly ALE divisional meetings.
  • Collaborates with ALE divisional supervisors to identify and facilitate ongoing training topics for teams and individuals.
  • Align ALE training programs with organizational objectives, policies, programs, processes, and relevant laws / regulations in coordination with leadership.
  • Collaborate with managers, leaders, and trainers to address specific training challenges, both individually and in groups.
  • Collaborate with HSPPR's Professional Development Program Manager, HSPPR Shelter Operations Training Manager, and external agencies to optimize training efforts.
  • Promote a teamwork approach to the mission, vision, and values of ALE and HSPPR.
  • Inspire and encourage ALE personnel to excel in their tasks and foster teamwork to achieve organizational goals.
  • Ensures training hours and expectations are communicated regularly to ALE staff.

Monitoring and Review

  • Monitor and review the progress of ALE recruits and staff through questionnaires, post-training evaluations, and discussions with ALE leadership.
  • Ensure Animal Control Certifications are met, and records are maintained and reported as necessary.
  • Conduct organization-wide training needs assessments and identify skills or knowledge gaps for new and existing employees.

Continuous Improvement

  • Continuously seek and support new approaches, practices, and processes to improve the efficiency of training services offered.
  • Collaborate with divisional leadership to ensure in-house or external continuing / recurring training opportunities are made available and utilized by appropriate personnel.
  • Research a variety of information (such as courses, materials, and training consultants) to develop new programs that meet staff training needs.

Record Keeping :

  • Maintains curriculum database and all recorded material.
  • Maintains employee training records and certifications.
  • Tracks employee's professional development hours.

Administrative Tasks

  • Perform administrative tasks such as monitoring costs, scheduling classes, setting up systems and equipment, and coordinating enrollment.
  • Coordinate logistics for training activities, including venues and equipment.
  • Assists ALE Leadership in the renewal of employee certifications and commissions.

Supervisory Duties

While this role does not include supervisory duties, it involves managing and supporting employees during training courses to ensure a productive learning environment.

The ALE Training Manager is responsible for supporting ALE leadership to ensure that employees or attendees adhere to the organization's standards, SOPs, rules, and regulations.

Any issues of concern shall be promptly communicated to the employee's direct supervisor.

Physical Demands

  • Regularly sits or stands at a computer station, often in a shared office environment.
  • The employee must regularly lift and move 25 or more pounds of moving weight and occasionally lift and move up to 40 or more pounds of moving weight.
  • May be occasionally required to climb or balance, stoop, kneel, crouch, and crawl.
  • Regularly required to sit, reach with hands and arms, talk, hear, and is frequently required to stand and walk.
  • May be expected to be on feet for extended periods.
  • Frequently exposed to animals in the workplace and animal allergens under conditions with limited alternatives available.
  • May be periodically required to handle various animals of various species, breeds, and sizes to include aggressive animals with potential exposure to zoonotic diseases.
  • Must be able to use both hands and arms to grip, pull, and push utilizing safety equipment such as, but not limited to catch poles, snappy snares, leashes, ropes, and muzzles.
  • Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, and depth perception.
  • Regularly exposed to noise and potential exposure to hazardous weather conditions.
  • Potential exposure to cleaning supplies and other substances containing toxic or caustic chemicals.

Schedule Requirements

The ALE Training Manager will generally work five eight-hour shifts per week; however, the schedule may change as needed and on short notice.

Duty hours will vary, but will generally be between 8 : 00 am and 5 : 00 pm, Monday - Friday. The schedule may occasionally include weekend and evening work.

Education / Experience Necessary

  • High School Diploma or GED or equivalent combination of education and experience required.
  • Two (2) years in a related field such as training, education, law enforcement, professional development, or an equivalent combination of education and experience.
  • Must be an Animal Law Enforcement Officer or successfully complete the HSPPR Animal Law Enforcement Officer training program within one (1) year of hire.
  • Obtain Animal Welfare Association of Colorado (AWAC) Animal Control Officer Certification within one (1) year of hire.
  • Valid Colorado State Driver's License and insurable driving record.
  • Proficiency with office technology, communications, and systems including Microsoft Office products, computers, phones, printers, scanners, and copiers required.
  • Knowledge of current curriculum trends, teaching methods, and strategies; best practices in law enforcement and animal welfare industries, improvement, leadership development;

adult learning theory and professional development; planning and project management; and collaboration, coordination, and facilitation of workgroups.

  • Able to embrace and work effectively with diverse groups of people.

Other Preferred Qualifications, Knowledge & Skills

  • Certified Animal Control Officer in the State of Colorado.
  • Bureau of Animal Protection Agent with Colorado Department of Agriculture.
  • Knowledge of common animal-related diseases, transmission of zoonotic diseases, and use of Personal Protective Equipment (PPE).
  • Capable of operating vehicles with attached trailers during routine and emergency operations under varying road, weather, and lighting conditions.
  • Knowledge and experience in animal capture, animal restraint, and associated safety equipment.
  • Knowledge and experience in animal related medical equipment, supplies, and treatments.
