Position Description

The Regional Fuel Office provides guidance and technical expertise to all fuel activities within the Area of Responsibility (AOR).

The Regional Fuel Office responsibilities include inventory management comprising consumption and replenishment projections, facilities engineering support and project development, terminal operations and management oversight, petroleum chemistry and quality surveillance, petroleum accounting and budget preparation, financial management, and environmental compliance.

This position is responsible for planning, developing and administering environmental related programs supporting the fuels mission.

Incumbent serves as the expert advisor for environmetnal complaince over a wide variety of operations or activities including : (1) Port Fueling Operations, (2) Aircraft Fueling Operations, (3) Reception, storage, transportation of large quantities of fuels, (4) Bulk Fuel Storage Facilities Operations, (5) Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM) and Recurring Maintenance and Minor Repair (RMMR) projects to include, but not limited to, Inspection, Maintenance and Repair of Above Ground Tanks, Underground Storage Tanks, Fuel Pipelines, Cathodic Protection Systems, Marine Loading Arms, Fixed Fuel Facilities and all associated fixed and mobile equipment used to perform fuels missions.

This work frequently includes analyzing materials, structures, environmental and safety codes, legal requirements, and operations;

advising on environmental and safety requirements, including the economic impact of alternative solutions; and conducting inspections or reviews of facilities, plans, and equipment.

The incumbent's major duties can be grouped into three major areas : Environmental Programs Complaince, Spill Response Program Management and Training Management.

Position Duties / Responsibilities

This position is responsible for planning, developing and administering the Environmental Protection programs involved with all AOR Fuel Operations.

The incumbent will work in coordination with various Installation Environmental Offices and Regulators as expert advisor on environmental compliance aspects of the fuel mission.

The incumbent is responsible for ensuring the compliance of the AOR fuel's mission with federal, DOD, DON and AOR instructions and regulations related to environmental protection.

Monitors and reviews all inspections, assessments or surveys of fuel operations conducted by the various programs and offices.

Ensures the command complies with prescribed procedures and completes full implementation of the Navy Environmental Page 2 of 6 Protection Program.

Adhere to inspection, reporting and permit requirements related to Air, Water, Fuel Storage Tank, Spill Response, Waste Handling and Natural Resources Management Programs.

Incumbent plans, directs and conducts environmental compliance training activities for Military, Civil Service Personnel, and contractors at any AOR Fuel Depot.

This position is responsible maintaining, updating and ensuring compliance with multiple manuals and plans at several locations including : Spill Prevention, Control and Countermeasure Plans (SPCC), Operations Manuals and Mobile Operations Manuals for overwater fuel transfers, Stormwater Pollution Prevention Plans (SWPPP) and the Integrated Contingency Plan (ICP) for oil spill response.

Incumbent ensures personnel are trained, certified and remain in compliance with federal and state overwater fuel transfer regulations.

Specific duties for Environmental Program Management include serving as the Program Manager for the following environmental programs : Hazardous Waste program, Potable Water System, Fuel Storage Tank program, Spill Response program, Stormwater program, Natural Resources program and serving as the Environmental and Safety training coordinator.

Responsible for overseeing the permit compliance program for the Oily Wastewater Treatment Plant. Program Manager duties for the above programs include plan development / updates, report generation, regulatory filings, managing permit renewals and annual fees, performing environmental testing and sampling, managing contracts and purchases in support of compliance programs ( commercial laboratory contracts, sampling contracts, waste disposal), and managing the Environmental budget.

Incumbent's roles as the Spill Response Program Manager includes working within the Incident Command System (ICS) organizational structure and acting in the capacity of numerous ICS roles to inlcude Incident Commander, Planning Section Chief, and other unit lead roles during spill response drills and actual spill events.

Coordinates and conducts response drills, training evolutions and tabletop exercises. Acts as one of the planning leads for Triennial Worst Case Spill Drills with duties to include chairing planning meetings with Navy and regulatory staff, administering support contracts as needed for Worst Case Drills, and overseeing or conducting training of ICS staff.

Responsible for planning and conducting a minimum of two equipment response spill drills and one tabletop exercise per year.

Maintain inventory of spill response equipment and consumables. Facilitate requisitioning of new equipment and supplies and disposition of old / deteriorated equipment.

Responsible for ensuring the readiness of the spill response program. Incumbent is responsible for identifying projects required to correct environmental deficiencies, improve existing conditions or comply with new / revised regulations.

Incumbent will provide cradle to grave management of environmental projects to include budget submissions, fund management, scope of work and cost estimate development, technical evaluation of contractor proposals, contract execution oversight and project closeout.

This position is responsible for overseeing fueling operations, facility maintenance / repair projects, and new construction projects at multiple locations across FLC AOR to ensure environmental and safety protocols are in place and adhered to.

The incumbent is responsible for reviewing fuel operations and maintenance procedures, contract statements of work, project designs drawings / specifications, and contract deliverables such as Environmental Protection Plans and Waste Management Plans.

Inspect facility maintenance / repair and construction project job sites and Page 3 of 6 work with government and contract project personnel on environmental compliance issues and facilitate resolution of deficiencies.
