DEFINITION

Under the leadership of the Chief Strategy, Innovation and Community Engagement Officer and direct supervision of the Director of Diversity, Equity and Inclusion, the Equity and Excellence Learning Center (EELC) Teacher Specialist will develop and manage the provision of the Equity and Excellence Learning Centers (EELCs) designed to level the playing field for our schools and families with significant needs to increase student engagement, enrichment, and success.

The EELC Teacher Specialist is responsible for collaborating, coordinating and implementing district-wide functions and programs for Norfolk Public Schools’ EELCs.

EELCs are designed to assist with improving achievement, performance, behavior, attendance, health and social emotional needs for students that attend after-school enrichment opportunities.

The work involves bringing students, educators, community partners and families together to create high-quality schools with an integrated approach to academics, health and social services, youth and community development and community engagement.

This position may involve interagency collaboration with local child-serving and educational agencies as needed, such as privately-operated, publicly-funded children’s services agencies.

The EELC Teacher Specialist will be responsible for overseeing, monitoring and evaluating EELC implementation plans and providing direct support to schools, staff, students and families as related to the EELC.

The EELC Teacher Specialist will also conduct trainings, coordinate activities, provide services, and manage programs and other related matters as assigned.

Assigned functions and programs are subject to change based on the needs of the division and department in effectively implementing support and services for students, staff and families in EELCs.

An employee in this class is responsible for gathering information from multiple evidence-based resources or stakeholders and facilitating a smooth interchange of information and collaboration.

Work Schedule (Alternative Shift Schedule) :

Monday Thursday 10 : 30 AM to 7 : 00 PM; Friday- 8 : 00 AM to 4 : 30 PM (Planning Day)

EELC Schools : P.B. Young Sr. Elementary, Jacox Elementary, Compass Academy at Ruffner (3-8), Booker T. Washington High School

The EELC Teacher Specialist frequently will develop and refine their own work routines and is expected to carry out assignments through to completion independently.

Employee is responsible for providing direct leadership support and supervision to after-school enrichment instructional staff and service providers.

Evaluation of assigned staff is completed in collaboration with the Director of Diversity, Equity and Inclusion.

NATURE OF POSITION

  • Assist in planning and the successful implementation of EELC after-school enrichment programs.
  • Build rapport with children and families on a daily basis. Build positive relationships and a positive sense of culture and community within schools.
  • Ensure the safety of children by being aware of potential hazards and addressing them.
  • Organize and supervise drop off / pick up and ensure parents / guardians are adhering to established policies and procedures.
  • Support recruiting efforts for students to participate in EELC after-school enrichment programs and offerings.
  • Plan and implement a variety of extracurricular activities for after-school.
  • Gather and maintain student data for evaluation efforts.
  • Communicate and coordinate activities with school and community representatives.
  • Work and communicate well with families, parents / guardians, and community members.
  • Provide daily, weekly and monthly data reports and impact measures based on attendance, student progress and staffing.
  • Ensure program materials and resources are inventoried and properly maintained.
  • Support community relations by acting as an ambassador for the organization as necessary with community members, program participants, partners, collaborators, supporters and advocates, and actively build relationships that will advance the mission and outcomes of the EELCs.
  • Acknowledge implicit bias and embed cultural competency goals and training in support of the division’s Strategic Plan.
  • Empower teachers and staff by sharing evidence-based materials and resources that enable them to provide the support necessary for students to access needed services and resources.
  • Develop, direct / deliver and / or plan professional development and training opportunities for necessary stakeholders (i.

e. students, staff, families).

  • Collaborate with NPS Departments (i.e. Student Wellness, Student Support Services, etc.).
  • Organize work projects, establish priorities and timelines for EELC management and reports.
  • Complete other related duties as assigned by the Director of Diversity, Equity and Inclusion or the Chief Strategy, Innovation and Community Engagement Officer.

  • Prepare, maintain and submit accurate and timely reports.
  • Communicate effectively in oral and written expression.
  • Ability to work closely with a team to continually develop engaging and impactful enrichment programs for EELC students and families.
  • Demonstrate group leadership and facilitation skills, and necessary communication skills to work with students, teachers, administrators, parents and community members.
  • Ability to design and deliver a variety of professional development activities related to improving EELC student and staff outcomes.
  • Ability to communicate complex and difficult issues in an agreeable and professional manner.
  • Attend required training courses and meetings as requested.
  • Ability to work with culturally diverse students, staff and parents.
