This position works closely with the City Engineer and the Director of Public Works in planning, designing and managing projects within a particular area of responsibility (Facilities, Site Development / Special Projects).

Schedule : Monday - Friday, 8 : 00am - 4 : 30pm, occasional weekend / evening hours

Salary Range : $77,045 - $104,011

It is not typical for someone to be hired at or near the top of the salary range. The specific compensation offered to a candidate is reviewed and based off a variety of factors including skills, qualifications, experience, certifications, and internal equity.

General :

  • Prepares, supervises, and reviews the preparation of complete plans, drawings, specifications and estimates for public works projects for compliance with codes, regulations and standards, and for compliance with approved plans.
  • Manages multiple complex construction projects from beginning to end including the direct purchasing of materials, inspection and survey staff and public outreach.
  • Manages construction projects for other City departments.
  • Leads Public Information meetings and meetings with other local agencies related to project development, safety issues and other cross-governmental coordination.
  • Manages multi-party contracts between the City and consulting firms for necessary services.
  • Prepares Requests for Proposals / Quotes for consult and services.
  • Attends Committee, Board and Council meetings, as needed.
  • Oversees and checks the design work of other Engineers in the Department.
  • Coordinates with DPW operation and maintenance crews.
  • Must make independent judgments and decisions with little guidance.
  • Responsible for major input into developing Departmental policies.
  • Competes technical engineering research work and compiles comprehensive reports with effective recommendations on engineering problems.

Facilities :

  • Manages the facilities of 44 municipal buildings, including their operation and maintenance.
  • Serves as the Environmental coordinator and the West Avenue landfill staff project engineer; manages all asbestos and environmental hazardous projects.
  • Serves as the ADA coordinator; prepares budget projections for obtaining grant money for all ADA projects
  • Supervise City Hall maintenance staff, including hiring of new staff, and completing performance review and discipline issuance as needed.

Development Review and Special Projects

Oversees review of site development civil construction drawings including civil site plans, utility plans, plats, CSMs, utility and storm water record drawings, and storm water management plans for compliance with City ordinances and other regulatory requirements.

Responsible for coordinating / quantifying Engineering Staff reviews for Plan Commission.

  • Attends Plan Commission meetings as needed to represent Engineering Division.
  • Prepares Developer's Agreements for site developments; coordinates City representative signatures for city CSM and plat approvals.
  • Addresses concerns and information requests from residents and developers.
  • Creates and designs bid documents and manages multiple Parks, Recreation and Forestry CIP Projects.
  • Supervises and coordinates Engineering design and technical staff including hiring of new staff, and completing performance reviews and discipline issuance as needed.
  • Graduation from an accredited college or university with a degree in Civil Engineering and additional education to obtain and maintain a Wisconsin Professional Engineer License, and at least 10 years of civil engineering experience;

or any equivalent combination of training and experience which provides the following knowledge, ability and skills :

Knowledge of

  • Applicable local, state and federal laws, regulations and policies.
  • The principles and practices of municipal civil engineering.
  • Investigation, design, and construction of general public works projects.
  • The principles and practices of administrative management in the public sector.
  • The principles and practices of civil, structural, traffic and / or hydraulic engineering as applied to the preparation of plans, designs, estimates, and specifications for public works engineering projects.
  • Surveying, staking, inspection and related construction inspection procedures, materials, equipment, and methods.
  • Report writing and preparation.
  • The use of standard office equipment including computers and relevant software programs.
  • Occupational hazards and the safety precautions used to avoid or minimize risks.

Ability to

  • Assign, manage and supervise the work of others.
  • Multitask and prioritize workload.
  • Perform difficult technical engineering research and compile comprehensive reports with effective recommendations on engineering problems.
  • Perform heavy physical tasks under varying weather conditions.
  • Establish and maintain effective working relationships with supervisors, subordinates, other City employees, contractors, and the general public.

Skill in

  • Public speaking and presentation.
  • Oral and written communications.
  • Organization and time management.
  • Budgeting and preparing cost estimates on complex projects.
  • The use of specialized equipment and technology.

Necessary Special Requirements

  • Professional Engineer License;
  • Valid Wisconsin driver's license;

Work is performed mostly in an indoor office setting, where hand-eye coordination is necessary to operate computers and various pieces of office equipment;

dust, noise, vibrations, toxic agents and electrical currents.

The employee must occasionally lift and / or move up to 50 pounds.
