Description

  • Directs, oversees, and performs procurement-related activities, including planning, development, and execution.
  • Review scopes of work, recommend pricing methodology, review draft of technical specifications, and rewrite where appropriate to eliminate ambiguities, conflicts, and misunderstandings.
  • Conducts or participates in proposal openings and reviews submittals for compliance
  • Assists in the qualifying and evaluating proposals and documents and records the procurement evaluation process
  • Prepares, plans, and conducts negotiations or participates in negotiating terms for goods or services
  • Performs procurement administration duties that may involve additional procedures, require vendor interaction, and resolves conflicts regarding procurement administration issues
  • Determines the permissibility and allocation of costs; resolves disputed items with consultants / vendors
  • Assists in the evaluation and recommendation of waivers and deviations
  • Ensures that signed agreements are communicated to all relevant parties to provide agreement visibility and awareness, with oversight of renewing and amending agreements in a manner that keeps agreements current and active for the intended purposes of an uninterrupted flow of goods and services as needed in accordance with the Board of Trustees approved procurement policies
  • Provide direction, oversight, and leadership in the daily operations of procurement services in accordance with the District's policies
  • Responsibilities include interviewing, hiring, and training of employees; budget preparation; planning, assigning, and directing work;

appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

  • Participate in the development and implementation of departmental strategic / operational plans
  • Provides guidance, direction, and assistance on procurement matters to other procurement staff and district employees
  • Reviews work performed by the departmental staff assigned to ensure accuracy and conformance to procurement and regulatory procedures.
  • Oversight of monitoring and review of procurement documents and the notification of the budget manager regarding required adjustments
  • Serves as an advisor to the Executive Director of Procurement Services for issues regarding internal and external parties regarding compliance issues, purchasing policy, or procurement procedures
  • Acts as a liaison between District departments and Procurement Services for procurement activity related to financial close, year-end close, and the annual financial audit
  • Prepare annual and monthly purchasing reports with critical dates and timelines for the purchase of goods and services
  • Maintain procurement services database of current contracts for upload to the Procurement Services Website
  • Oversight of the maintenance and operation of an accurate District-wide contract tracking and management system
  • Ensures system accuracy and communicates with contract holders for timely and complete compliance with federal, state, and local laws
  • Follows District policies and recommends updates to ensure efficient use of fiscal resources and effective use of technology
  • Oversight of the organization, maintenance, and management of procurement related files related to procurement files, per the Texas State Library and Archives Commission rules and Local Policy
  • Assures all transmittals of items for record storage to the Dallas ISD Records Management Department are boxed, recorded, and comply with District Policy
  • Assists with the development and implementation of standard operating procedural issues, documentation, workflow, protocol, and reporting issues
  • Participate in the development and implementation of departmental strategic / operational plans, programs, systems, standard operating procedures, technologies, and recordkeeping practices
  • Source for various procurement forms, methods of procurement, and monitors compliance
  • Assists with procurement staff training in various procurement operations and with District training related to procurement
  • Provide support for the District's M / WBE goals
  • Prepare reports and planning documents requiring technical precision, financial accuracy, readability, and editorial correctness
  • Maintains communication with user departments and schools to provide user-friendly customer service and technical assistance to user departments regarding District procurement goals and guidelines
  • Keep abreast of technical, legislative, and professional trends, developments, and standards related to procurement and disseminate information to appropriate district personnel
  • Adheres to ethical business practices

Qualifications

  • Bachelor's Degree from an accredited university in Business Administration or a directly related field
  • TASBO or Certified Purchasing Manager (CPM) certification preferred
  • Ten years of business operations and / or technical contract assistance and preparation experience, including four years of supervisory experience
  • Knowledge of the principles, procedures, and legal requirements of school district purchasing and contracts
  • Understanding of the principles, procedures, and requirements of financial accounting
  • Ability to assist in strategic planning and situational analysis
  • Indicate effective interpersonal skills to interact with all levels of employees, staff members, and the general public
  • Establish planning and problem-solving / investigative skills as required to research inquiries related to job responsibilities
  • Competency to coordinate multiple projects and assignments; high degree of flexibility required
  • Established skills in both verbal and written communication
  • Initiative to provide information to staff in a way that maximizes productivity, efficiency, and cost-effectiveness
  • Computer skills, specific familiarity with Microsoft Windows, Microsoft Office and Oracle
