Buyer will perform a variety of procurement functions to include moderate to high volume purchasing of goods and services.

Review and coordinate purchase requests to include request for informal quotes and Request for Bids (RFB's). Oversee projects for purchases within assigned signature authority and may lead the work of lower-level buyers.

DUTIES AND RESPONSIBILITIES 1. Issue Purchase Order's, Request for Bids (RFB's) and other documents related to the procurement of goods and services.

2. Evaluate and analyze technical data to be considered in determining the responsiveness of RFB's. 3. Serve on procurement evaluation committees as required.

Coordinate and conduct pre-bid meetings for formal procurements. Ensure an effective and open procurement process. 4. Interview vendors and negotiate price structure, ensure quality and warranties of goods and services.

5. Coordinate, prepare and analyze bid or proposal summaries or other information in order to ensure proper purchasing procedures are followed.

Assist with the management, maintenance, reporting and routing of contracts. 6. Keep abreast of State and County regulations.

Provide training and guidance to user departments and public regarding procurement, RFB specifications, or contract development, and regulation issues.

7. Conduct audits of procurement RFB / RFP files, change orders, purchase requisitions, emergency / sole source procurements logs for accuracy and completeness for quality assurance purposes.

8. Prepare a variety of written reports and make distribution to user departments and staff. 9. Facilitate the electronic Vendor Registration Program and manage the cash receipting process.

10. Attend meetings within designated areas of responsibility; provide technical assistance to user departments, suppliers, and others when required.

111. May assume duties of other Buyers in their absence. 12. Approve purchases at level designated and review procurements for insurance requirement compliance and obtain certificate of insurance as needed.

13. Maintain all procurement related computer systems and manual files. Train purchasing staff, user departments, and vendors on procurement related computer systems.

MINIMUM QUALIFICATIONSBachelor's Degree in Business Administration or related field, and two (2) years of related work experience in a professional level in purchasing, asset management auditing, disposition, or related field.

Any equivalent combination related to education and / or experience may be considered for the above requirements.ADDITIONAL REQUIREMENTSThe offer of this Bernalillo County position requires compliance with the following : 1.

Employee must successfully complete the post-offer employment medical examination and background investigation. 2. Employee must comply with the safety guidelines of the County.

3. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.

4. Employee must complete required FEMA training(s) as assigned to position.WORKING CONDITIONS1. Essential duties are typically performed indoors but may occasionally be performed outdoors under various weather conditions.

2. Duties are performed in a temperature-controlled environment, but subject to existing temperature and weather conditions when performing on-site inspections.

3. Duties are typically performed on a dry, even surface, which may be carpeted or tile. .Site inspections and project inspections may occur on uneven surfaces, asphalt, concrete or natural ground that may be wet or dry.

4. Worker often works alone both with or without directions from supervisor.EQUIPMENT, TOOLS AND MATERIALS1. Equipment typically used in the performance of office duties include telephone, computer terminal, computer printer, computer keyboard, typewriter, photocopy machine, fax machine and calculator.

2. Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.

3. Employee uses an automobile or van for on-site or project inspections.
