Job Summary
The Georgia Department of Education (GaDOE)- Office of Teaching and Learning is recruiting for an experienced Program Manager, ELA.
Under limited supervision, this position will manage the English Language Arts (ELA) program which includes the supervision of ELA staff.
The job responsibilities include, but not limited to :
Description of Duties
- Provide leadership and coordinate in the development and implementation of the statewide standards in English Language Arts
- Perform duties and responsibilities in accordance with state law, and State Board Rules for ELA, and the Georgia Department of Education (GaDOE) vision, mission, and goals via the Strategic Plan
- Align curriculum initiatives from different divisions and programs and developing and fostering effective relationships with DOE divisions, local educational agencies, Regional Educational Service Agencies, ELA Advisory Council members, and other education entities to encourage collaboration, effective communication, and implementation of program goals
- The ELA Program Manager will work with staff and the ELA Advisory Committee to plan, schedule, and organize ELA professional learning activities, which includes the statewide standards for teachers, school and district administrators, and staff from Regional Educational Service Agencies (RESAs)
- Responsible for working in collaboration with stakeholders to develop and refine ELA resources, including electronic and web-based resources and materials to support the teaching and learning of the statewide ELA standards
- Coordinate, develop, schedule and facilitate web-based and face-to-face professional learning activities
- Develop, interpret, and communicate program plans, guidelines for implementation, and benchmarks for success
- Evaluate and monitor the effectiveness of all formats for professional learning
- Plan and provide technical assistance and services to local educational agencies and / or state schools
- Develop budgets and supervise the disbursement of program funds
- Articulate policies / plans to local educational agencies and / or state schools
- Manage contracts for support services related to the planning, development, and implementation of the statewide standards and other ELA initiatives
- Maintain knowledge of current research
- Analyze and document results of initiatives and making recommendations for enhanced delivery of services
Preferred Qualifications
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following :
- Doctorate in K-12 education, K-12 educational administration, or a related field
- Experience in managing online web-based resources and professional learning delivery models
- Experience in K-12 ELA at the school, district, or state level
- Knowledge of and experience with the statewide ELA standards
- Knowledge of English Language Arts and literacy instruction for K-12 students
- Experience developing and providing professional learning both in electronic and face-to-face formats
- Experience in managing educational budgets
- Experience managing and accessing online resources
- Experience managing educational contracts and grants
- Excellent presentation, interpersonal and communication skills
- Excellent computer skills including proficiency in Microsoft Office (Word, Excel, Access, and PowerPoint)
Extensive statewide travel is required. Submit a copy of the Georgia Professional Standards Commission (GaPSC) professional educator certification.

Bachelor's degree in education, administration, public administration, or a related administrative field in the area of assignment from an accredited college or university, L-5 certification, and two (2) years of program management experience in an educational setting.
