A Brief Overview
The Senior Buyer independently procures routine, non-routine and complex goods and services (including Construction and Technology related solicitations) through competitive and non-competitive solicitation processes for the Airport Authority, as well as supervise and train assigned staff.
Also, responsible for strategy development, contract management and other strategic procurement day-to-day responsibilities as necessary for the long-term success of the department.
What you will do
- Manages assigned procurement staff and provides necessary training / development
- Independently facilitates through lifecycle requests for bid / proposals / qualifications processes
- Leads the preparation and drafting of complex critical solicitation documents including technical specifications
- On an annual basis, supports the category strategy development and review, implements the Procurement Department's strategic plans and aligns plan with departmental goals.
Identifies KPI's and Targets and reports monthly and YTD progress
- Evaluates non-competitive exception requests, contract amendment requests and any other requests to determine if a proposed action is justified / appropriate and communicates that determination to ensure timely processing
- Reviews Contract Award Recommendations for contract terms, conditions and historical procurement information to support preparation of contracts and contract amendments for the Airport Authority Board and CEO to consider
- Assists with the department programs, including the Procurement Card (P-Card), Vendor Outreach, Supplier Performance Reviews, and contract consolidation / co-termination efforts.
- Performs other similar and related duties as required or directed
Qualifications
- Bachelor's Degree Major coursework in purchasing, procurement, acquisitions, supply chain management, business administration, finance, public administration or a related field; And
- 7 or more years Full-time buyer experience, which must include at least five years of full-time public buyer experience (preferably for an airport, government agency, hospital, college or any similarly large entity); And
- Proficient with Office Suite Software (Core - Email, Word Processing, Spreadsheets, Presentation)
- Experience with Accounting / Financial Software
