Minimum Qualifications A bachelor’s degree AND five years of specialized experience* as described below, OR an associate degree AND seven years of specialized experience* OR nine years of specialized work experience*.
Specialized experience must have been where your duties involved work utilizing the following skills :
Experience in one or a combination of the following areas : Application Development, Business System Analysis, IT Project Management, Database Management, Contract and Procurement Management, Information Security Management, Vendor Management and / or Customer Relations in an Information Technology Environment.
Preferred Qualifications :
- Experience in the procurement, development, implementation, maintenance, enhancement, and / or support of Electronic Health Systems.
- In-depth understanding of database structure principles.
- Advanced SQL development using PL / SQL in enterprise Oracle platforms.
- Familiarity with federal health interoperability standards and code sets (USCDI, SNOMED, LOINC)
- Familiarity with database design, documentation and coding.
- Excellent knowledge of data backup, recovery, security, integrity.
- Demonstrated ability to develop and interpret context diagrams.
- Experience in analyzing data for the purpose of identifying and resolving transaction / transmission errors.
- Verifiable experience performing clear and complete record keeping and task tracking for large healthcare and / or IT project using desktop and / or Office 365-based toolsets.
- Demonstrated analytical, conceptual, and problem-solving skills.
- Demonstrated ability to work independently and exercise sound judgment.
- Demonstrated organizational skills and ability to prioritize.

Duties Description The Project Coordinator will, applying a wide range of specialized knowledge, skills, abilities, tools and techniques, work with agency executive sponsors to serve as the primary point of coordination for all involved entities and stakeholders critical to the success for the EHR project.
Such stakeholders include but are not limited to : Procurement and Contract Specialists, EHR RFP vendors, consulting specialists, information technology specialists, data and database analysts, large scale EHR vendors, and any and all relevant internal and external entities involved in the larger EHR procurement and implementation effort.
The Project Coordinators will be responsible for the coordination of all stakeholders, schedules, and project schedules for the procurement, development, and implementation of the Office of Mental Health’s Electronic Health Record (EHR) Transformation Project.
Duties will include, but are not limited to, the following :
- Leadership and Team Management :
- Lead and manage a multidisciplinary team of staff responsible for implementing the statewide Electronic Health Record (EHR) system at multiple hospital sites in a specific region.
- Provide guidance, support, and direction to team members throughout the implementation process.
- Foster a collaborative and positive team environment, ensuring effective communication and coordination among team members.
- Conduct regular team meetings to discuss progress, address challenges, and provide updates on project milestones.
- Onsite Readiness Assessment :
- Conduct thorough readiness assessments at each hospital site to evaluate their preparedness for EHR implementation.
- Identify potential barriers, challenges, and risks that may impact the implementation process.
- Collaborate with hospital stakeholders to develop strategies and action plans to address identified gaps and ensure readiness.
- Staff Onboarding and Training :
- Oversee the onboarding process for new team members, ensuring they receive appropriate training and orientation to the project and their roles.
- Coordinate with hospital staff to facilitate the onboarding of their personnel involved in the implementation process.
- Develop and deliver training programs for both the implementation team and hospital staff, ensuring they are equipped with the necessary knowledge and skills to effectively utilize the EHR system.
- System Refinement and Gap Analysis :
- Collaborate with hospital staff and technical teams to refine the EHR system based on specific hospital requirements and workflows.
- Conduct gap analysis to identify areas where the EHR system may not fully meet the needs of the hospital or where additional customization is required.
- Work closely with technical teams to address identified gaps and ensure the system is tailored to meet the unique needs of each hospital.
- Risk Mitigation :
- Identify potential risks and challenges that may arise during the implementation process and develop risk mitigation strategies.
- Proactively monitor and address any issues or obstacles that may impact the successful implementation of the EHR system.
- Collaborate with hospital stakeholders to ensure that potential risks are effectively managed and minimized.
- Training and Support :
- Provide ongoing training and support to hospital staff during the implementation process.
- Address any questions, concerns, or issues raised by hospital staff regarding the EHR system.
- Collaborate with technical support teams to ensure timely resolution of any technical issues or system defects.
Data Management
- Designing, developing, and modifying data infrastructure to accelerate the processes of data analysis and reporting
- Developing standards of operation when handling and archiving data
- Maintaining data management plans and instructions for operating complex business system
- Evaluating the design, selection, and implementation of database changes by comparing them with business requirements and design documents
- Assessing system performance and making recommendations for hardware, software, and data storage improvements
- Ensuring data and information security by integrating and upholding digital security systems
