Responsibilities
The Project Coordinator assists in the preparation of proposal development and project documentation, tracks and reports on financial health of project(s), and provides updates to stakeholders on project status.
Supports Business Office in setting up planning for financial actions and ensures funding remains adequate to support project scope based on performance reporting provided.
Supports development of proposals through understanding of requirements and utilizes proper proposal submission methods (white paper, scope filing, EPR development, SOW development, cost estimating and pricing, formal submission, and Contract / Budget specialist and PMOD interaction).
Develops project documentation supporting internal investment / LDRD / Initiative processes and requirements for planning, authorizing, executing, and closing out of projects includes proper charging guidelines between overhead types and direct funding.
Prepares and maintains financial status reports, manages financial structures, and provides reporting and updates to relevant lab stakeholders.
Establishes cost estimates, preparing content and financial information for submitting completed proposal packages to contracts for review and submission.
Tracks and records updates to project plans and identifies obstacles to elevate to the project manager. Communicates project status updates to internal and external stakeholders.
Reports costs for projects, budget allocations, and cost appropriateness within project progress reports for stakeholders.
Tracks project tasks and key deliverables against reports from PAR, PMR, and PPS, utilizing MS Excel, MS Access, and / or PowerBI to understand financial project performance.
Prepares and / or reviews financial analysis, forecasting, and budgeting of projects before submitting to Business Office for their review and approval of spend.
Reviews costing to analyze project spend, communicates cost status, and tracks staffing forecasts in cost reports to management team.
Executes the basic operational requirements for opening and closing of a project. Coordinates project closeout activities (reconciliation of spend, de-obligation of funds, closing of charge codes, finalization of records).
Qualifications
Minimum Qualifications :
- BS / BA and 2 years of relevant experience -OR-
- MS / MA or higher -OR-
- AA and 12 years of relevant experience -OR-
- HS / GED and 14 years of relevant experience
Preferred Qualifications :
- Detail-oriented with strong organizational skills.
- Excellent communication skills, with the ability to present complex financial information to stakeholders in a clear and concise manner.
- Ability to manage multiple projects simultaneously and meet deadlines.
- Proficiency in Microsoft Office Suite, particularly MS Excel, MS Access, and PowerBI.
- Experience in financial forecasting and budgeting.
- Experience in proposal development and submission.
- Knowledge of contract and budget management.
- Experience with performance reporting and financial analysis.
- Knowledge of overhead types and direct funding.
- Familiarity with project closeout activities such as reconciliation of spend, de-obligation of funds, closing of charge codes, and finalization of records.
- Experience in a laboratory or research environment is preferred.

Additional Information
This position requires the ability to obtain and maintain a federal security clearance.

- Background Investigation : Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note : Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
