The Program Manager, Peer Support position develops, implements, leads, and maintains the effort to update and expand our existing Peer Support Program, including crisis management, internal / external relationship coordination and communication planning, business processing, employee management, development, and administration.

What you would do in this job

  • Establish program goals, performance criteria, key performance indicators, and tracks program outcomes.
  • Identifies program resources and related expenditures to inform budget and tracks expenditures.
  • Strategically manages caseloads and plans program resources to ensure optimal program outcomes. Coordinates care with the recipients Critical Incident Responder and the agency's authorized critical support vendor.
  • Allocates resources and oversees crisis intervention and response plans for employees affected by crisis in the workplace.

Actively listens and provides confidential peer counseling as needed for affected employees.

  • Collaborates with Metropolitan Council's EAP (Sand Creek) and internal support departments (MTPD, OCC Health, Risk Management) on program involvements and to ensure employee needs are being met.
  • Communicates directly with the TCC, RCC, Street Ops, and other affected departments on details of incident, crisis conditions and operational logistics for CIRT response.
  • Develops and maintain business processes and tracking systems to manage requests for service, schedule resources and workloads.
  • Develops a data source and works in coordination with business units to identify trends and direct resources and program content according to need.
  • Hires, trains and directly supervises and directs work to Program Coordinator position.
  • Conducts routine performance evaluations of direct reports and provides feedback.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of related work experience (in transit, transportation, public safety, or similarly related environment) and completed education (in psychology, sociology, social work, mental health services, crisis intervention or similarly related field), with at least one (1) year of supervisory, lead worker or project management work experience including giving work direction and coaching / developing employees :

  • High school diploma / GED and eight (8) years of experience
  • Associate degree AND six (6) years of experience
  • Bachelor's degree AND four (4) years of experience

Metropolitan Council Employees Only : Successful completion of any one of the following four Metropolitan Council Leadership / Supervisory training programs will substitute for lead / supervisory experience.

You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead / supervisory experience.

Metro Transit Leadership Academy 1 year

Project Management Development Program (12-month session) 1 year

Project Management Development Program (6-month session) 6 months

Four Learning Institute Certificates - You must obtain all four certificates listed below to receive credit for 6 months supervisory experience.

  • Leading Self-Personal Effectiveness Certificate
  • Leading Self-Communication Certificate
  • Leading Self-Business Skills Certificate
  • Leading Others-Preparing for Supervision Certificate

Licensure Requirement :

Valid driver's license and good driving record.

Shift Requirement :

Flexible with work shift and scheduling in a 24 / 7 / 365 operating environment and adapt to fluctuating workload.

What additional skills and experience would be helpful in the job (desired qualifications) :

  • Experience providing emotional or crisis management support to individuals.
  • Experience in setting and monitoring department level procedures and performance goals.
  • Experience in leading a large program or initiative.
  • Ability to collaboration with stakeholders from other disciplines or departments.

What knowledge, skills and abilities you should have within the first six months on the job :

  • Functional knowledge of standard MS Office suite software; Excel, Word, PowerPoint, Outlook, Teams.
  • Knowledge of Crisis Intervention Principles.
  • Peer Support Specialist Certification.
  • Skilled in interpersonal and leadership skills to analyze and resolve complex management challenges.
  • Data compilation, trend analyses.
  • Ability to establish and maintain effective working relationships with others and communicate effectively with employees throughout the council, including work unit and executive management.
  • Demonstrates ability to provide empathy and understanding, have ability to assess physical and emotional needs of others and able to respond appropriately.
  • Ability to adapt and effectively communicate in a variety of settings within a highly diverse population and workplace.
  • Ability to think critically and analyze information in order to make informed decisions.
  • Ability to set priorities and plan schedules across multiple, simultaneous projects.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What your work environment would be :

Position works in an office environment. Ability to work non-standard hours may be required to change scheduled days off and assignments on short notice.

Some travel to other facilities is required. Up to one third of the time this position works near moving parts or equipment, exposed to fumes or airborne particles, outdoor weather conditions and moderate noise.
