General Summary :

Manages the process for third-party use of Dallas Area Rapid Transit (DART) light rail corridors, light rail stations, bus transit centers, park-and-rides, bus and light rail operating facilities, and other real estate holdings from initial application through collection of license and lease revenue under the direction of DART’s Assistant Vice President of Real Estate.

Essential Duties and Responsibilities :

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Supervise daily activities of Real Estate Division right-of-way representatives.
  • Ensure all requests to utilize DART property are processed expediently, applicants are kept fully informed, and DART otherwise provides the highest quality customer service.
  • Negotiate and draft leases, licenses, construction & maintenance agreements, and other real estate agreements with utility companies, municipalities, developers, and other public and private third parties who desire to use DART’s property.
  • Coordinate with DART’s Finance Department to ensure payments for leased or licensed properties are invoiced correctly, collected in full, and processed timely.
  • Maintain accurate records of leases, license agreements, and other real estate documents in DART’s records management system (Central Real Estate Inventory) and finance system (Lawson) and identify ways that recordkeeping can be improved.
  • Identify opportunities to elevate the use of DART properties, dispose of surplus property, create fantastic spaces that benefit DART riders and its service area cities, generate additional revenue for the agency, and improve departmental efficiencies.
  • Foster and maintain healthy relationships with DART tenants, license holders, city officials, utility companies, property management companies leasing property to DART, and other internal and external stakeholders.
  • Prepares statement of work (SOW) for Blanket Purchase Orders (BPO’s), contracts or for other services related to property management activities.

Monitor vendor services and BPO expenditures.

  • Assist in the development and submission of capital projects budgets and monitor the completion of the capital projects to maintain budget compliance.
  • Ensure compliance with DART Board policy, as well as federal and state law and regulations relating to DART property management.
  • Assist with the department’s continuous efforts to update, correct, and improve DART’s Geographical Information System (GIS) property viewer.
  • Supervise professional consultants with respect to right-of-way management, property management services, utility relocations, and other tasks related to DART’s capital projects.
  • Prepare agenda reports, resolutions, PowerPoint presentations, and other materials for board approval of real estate transactions.
  • Support DART’s Office of General Counsel and Finance Department in collection and Forcible Entry and Detainer procedures.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED :

Note : An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Real Estate, Business, Finance, or related field.
  • Four (4) years of progressively responsible experience in Property Management, Project Management, and Real Estate to include three (3) years of experience supervising a staff.
  • Accounting or finance certification and / or experience preferred.
  • Property Management Professional Certification preferred.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications. Proficiency utilizing modern software systems and applications.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Analytical and creative skills to find solutions to difficult and complex technical, financial, legal, and / or administrative problems.
  • Interpersonal skills.
  • Ability to read and interpret engineering drawings and plans.
  • Ability to prepare executive reports and presentations. Ability to be dedicated to meeting the expectations and requirements of internal and external customers;

acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

WORKING CONDITIONS :

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
