POSITION SUMMARY

The incumbent serves as a facilitator of adult learning, responsible for specific topics within assigned subject matter area(s) in support of agency and intelligence community personnel.

As such, incumbent develops, prepares and manages course material for assigned blocks of instruction; and enables learning through a variety of modalities, including classroom, mobile classroom, synchronous, and asynchronous online delivery.

Provides counseling to students to assist them in successfully completing learning events. Develops plans and milestones for the analysis, design and development of courses of instruction.

Provides training expertise to support the development and conduct of training, and provides training assistance to instructors / writers responsible for designing courses and training support materials and tests. POSITION DUTIES

This position is located in Washington, DC and is with the Missions Services, Academy for Defense Intelligence (ADI) Office Joint Military Attache School (ADI-3A / JMAS).

This position is responsible for performing the following duties :

The incumbent serves as a facilitator of adult learning within the JMAS Spouse Training Program (STP); the incumbent must be a graduate of the program with at least one successful tour in the Defense Attache Service.

Incumbent is responsible for instructing specific topics within assigned subject matter area(s) in support of agency and intelligence community personnel.

Incumbent develops, prepares and manages course material for assigned blocks of instruction; and enables learning through a variety of modalities, including classroom, mobile classroom, synchronous, and asynchronous online delivery.

Provides counseling to students to assist them in successfully completing learning events. Develops plans and milestones for the analysis, design and development of courses of instruction.

Provides training expertise to support the development and conduct of training, and provides training assistance to instructors / writers responsible for designing courses and training support materials and tests.

Provides learning and performance solutions based upon the methods and modalities outlined in the organization’s performance learning model and the principles of the Science of Learning.

Coordinates equipment, and instructional materials required to support training programs. Prepares instructional material and products.

Participates in the design and development of new course materials for subject matter areas assigned. This includes reviewing existing course materials;

identifying, defining and developing new specific topics of instruction; and identifying changes that need to be made to existing courseware.

Conducts training needs assessments and participates in course evaluations. Drafts surveys, develops examination questions for use in learning evaluation plans, establishes and hosts focus groups, examines student critiques, and performs other related assessment methodologies.

Identifies areas of material, methods, aids used or other elements of the training process in need of revision based on formal or informal student evaluations.

Serves as a course manager for one or more assigned courses. Maintains contact with subject matter experts to anticipate changes which may affect training materials.

Represents the organization at training conferences and meetings. Coordinates with customers to ensure that instruction is relevant to current job assignments.

Updates courseware when necessary to keep the materials current and accurate. Ensures instructional design is consistent with Agency standards and meets general guidelines for adult learning theory and practice.

Performs other duties as assigned. ASSESSMENT FACTORS

1. Demonstrates excellent oral and written communication skills to compose and deliver responses to complex questions in a clear, concise, and organized manner.

2. Is flexible and responds in a timely fashion to changing requirements, priorities, and short deadlines.

3. Understands the interrelationships between the DAO, various embassy units, community organizations and partners and how these affect the organization's mission.

4. Demonstrates experience working in one TE role (e.g., Instructional Designer, Learning Specialist, Instructor, and Learning Development Specialist).

5. Builds proactive, courteous, responsive, and trusting relationships with customers and co-workers. HIGHLY DESIRED SKILLS

1. Graduate of the Joint Military Attache School's Spouse Training Program with at least one successful posting at a US Embassy overseas.

2. Recent experience using multiple modalities to design and deliver adult education and / or training.

3. Experience developing learning resources / course materials, conducting assessments, and / or official organizational communications.

Individual Occupational Requirements

Education

Undergraduate and Graduate Education : Major study education or a subject area related to the position to be filled.

Experience

Specialized Experience (for positions above GG-5) : Experience that demonstrated a practical

knowledge of the subject area of the position and of the methods and techniques of instruction.

Examples of qualifying specialized experience include :

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training / course materials, aids, devices, etc., and evaluation of
  • training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

For Community College of the Air Force GG-1712 positions only :

Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study.
