Nature of Work
The Assistant Director is a supervisory position responsible for the overall administration, management and delivery of integrated development and construction services.
The incumbent will provide leadership for the planning, and housing and neighborhood services for the City of Rochester.
Responsibilities include, but are not limited to : leading and implementing a strategic plan for assigned Community Development divisions;
implementing policies and technologies to increase efficiencies; and provide internal and external customer service, representing the City and the Community Development Department in relationships with developers, residents, the City Council and other agencies.
This position reports to the Director of Community Development and requires considerable independent judgment, discretion, and initiative in carrying out the responsibilities and the division's long term vision and goals.
The Assistant Director may act as the Department Director in their absence.

DUTIES AND RESPONSIBILITIES

- Advance the vision of Development Services and Infrastructure.
- Implement and update a strategic plan that motivates and inspires teammates, prioritizes customer experience and reflects our shared commitments;
relies on data and evidenced based decision making; encourages innovation; and supports our teammates.
- Create key performance indicators to ensure that assigned divisions are achieving goals and objectives.
- Conduct leadership team meetings to facilitate information sharing, develop team goals and objectives, work through key decisions and / or issues, drive continuous improvement and focus on leadership development.
- Participate actively on the Community Development leadership team and work in collaboration with the team in setting and fulfilling the Community Development Department strategy and objectives.
- Assist with the development and implementation of department goals, objectives, policies and procedures.
- Develop and oversee budgets and rate structures, including forecasting and planning for future needs for development.
- Develop long term planning and budget proposals for the divisions.
- Lead and implement an integrated development process.
- Plan, organize, and coordinate the operations and activities of the planning process for the City of Rochester.
- Provide oversight and professional expertise to leaders and teammates regarding land use, housing, zoning, and rental activities, including interpretation of the City’s land development code, building code review of zoning, permitting, and long-range planning activities.
- Manage the execution of the City of Rochester’s comprehensive plan; collaborate with City departments on its implementation;
and provide recommendations regarding updates and revisions.
- Evaluate, develop and implement policies, procedures and technology designed to integrate departmental operations and increase efficiency.
- Assess progress on key performance indicators and prepare internal reports.
- Prepare and assemble monthly and periodic reports of a descriptive statistical nature for distribution to appropriate departments and agencies.
- Collaborate with other Community Development divisions and City departments to increase efficient delivery of services.
Maintain an enterprise level understanding of work processes within Development Services and Infrastructure.
- Collaborate with outside organizations involved in the development process including, Rochester Olmsted Council of Governments, Olmsted County, and related partners.
- Performs special projects for the Community Development Director as requested.
- Lead and direct the ongoing facilitation of Community Development Commission meetings in a proactive and timely manner, ensuring the statutory implementation of development entitlements.
- Ensure Planning Commission meetings are properly noticed, facilitated, and staffed for seamless processing of the development community's business.
- Present Planning Commission agenda items to be established and heard in a manner that is coordinated with City Council meetings.
- Foster and encourage the teamwork necessary between Community Development staff and other City Departments to provide a collaborative and coordinated review of projects and policies slated for Planning Commission action.

- Oversee the recruitment, hiring, and orientation processes for new teammates and ensure strategies are implemented to obtain and maintain a diverse workforce.
- Partner with the Human Resources professionals to resolve employment / labor relations issues and participate in collective bargaining agreement negotiations when requested.
- Demonstrate courage in providing direct and current feedback to others and addressing difficult people or situations when they occur.
- Eliminate negative or unproductive behaviors that are detrimental to the team or other teammates.
- Provide internal and external customer service and represent the City and the Community Development Department in relationships with developers, residents, the City Council and other agencies.
- Promote and demonstrate a high level of customer service; provide procedural direction and technical assistance to teammates.
- Respond to inquiries, complaints, and requests for information as appropriate.
- Represent the City regarding community development issues with other governmental agencies.
- Make presentations of complex and technical information, including project-related information, to City Council, Commissions, neighborhood groups, governmental agencies, elected officials, and professional organizations.

ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in City and Regional Planning, Urban Planning, Engineering, Construction Management, Public Administration, Business Administration, or a related field from an accredited college or university AND at least five years of increasingly responsible professional experience working in municipal planning, economic development, or community development including at least two years of supervisory experience.
An equivalent combination of education to successfully perform the essential duties of the job.
