Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Director of Human Resources.

This is a renewable, full-time, non-tenured, administrative position and reports to the Chief Human Resources Officer (CHRO).

The position may be located in either Las Vegas or Reno, Nevada, with the Reno location preferred.

NSHE is comprised of eight institutions : two universities, a state university, four community colleges and a research institute.

The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.

This is an existing position within the NSHE Office of Human Resources.

This position serves as the operational Human Resources Director for the NSHE System Administration and provides leadership, day-to-day oversight, and expertise in all functional areas of Human Resources.

This position reports directly to and serves as an expert senior-level advisor to the Chief Human Resources Officer (CHRO).

This position requires excellent communication and interpersonal relationship skills. This position also requires expertise in Nevada and federal employment laws, regulations, and polices, as well as the policies and procedures set forth in the Board of Regents Handbook, Code, and Procedures and Guidelines Manual.

SALARY GRADE : Grade D (starting salary range approximately $125,000.00 to $145,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement.

APPROXIMATE STARTING DATE : August 15, 2024

MINIMUM QUALIFICATIONS : The successful candidate must have earned a Bachelor's degree from a regionally accredited institution with five (5) years of directly applicable experience in human resources, or an Associate's degree with seven (7) years of directly applicable experience in human resources.

Alternatively, ten (10) years of directly applicable experience in human resources may be substituted.

Experience in a higher education setting is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES : Successful candidates must possess the following knowledge, skills, and abilities. It is recommended that applicants for this position address each of the following items in the letter of application :

  • Demonstrate familiarity and provide expert advice and implementing the policies and procedures regarding human resources matters at NSHE, including, but not limited to, Board of Regents Code, and Procedures and Guidelines Manual, as well as federal and state laws and policies found in United States Administrative Code and State of Nevada, Nevada Administrative Code, State Administrative Manual, and the Nevada Revised Statures.
  • Managerial-level knowledge of benefits administration.
  • Managerial-level understanding of human resources database management systems.
  • Ability to exercise discretion and safeguard strict confidentiality, accuracy, and integrity.
  • Demonstrate attention to detail, respond to unexpected job demands and keep pace with rapidly changing priorities.
  • Ability to motivate, direct, supervise, train, and develop others. Understand principles of conflict resolution and crisis management.
  • Ability to work proactively, organize assigned tasks, multi-task effectively, prioritize heavy workload and develop comprehensive timetables and strategies to meet multiple deadlines.
  • Ability to make independent decisions appropriately and within boundaries of assigned authority.
  • Ability to interpret projects as assigned by Chief Human Resources Officer (CHRO) and exercise initiative, discretion, and critical judgment as a professional.

RESPONSIBILITIES : The duties of this position will include, but not be limited to, the following areas of responsibility :

  • Administration and oversight of human resources operations for the NSHE System Administration and System Computing Services Offices, Including oversight in the following :
  • Job Descriptions - Monitor status of current classified NPD-19's and professional PDQ's to ensure compliance for all NSHE personnel.

Oversee revisions and updates as needed. Receive and track job descriptions.

  • Performance Evaluations - Oversee the notifications, completion, and receipt of performance evaluations for both classified and professional employees.
  • Recruitment - Responsible for coordinating, initiating, and overseeing the NSHE professional recruitments. Collaborate with BCN for classified recruitments.

Receive and evaluate search materials. Post announcements in Workday and appropriate external advertising sites. Initiate communication to search chairs and committee members regarding steps in the search process and prompt review of minimum qualifications and additional committee ratings.

Workday - Responsible for day-to-day management of Workday system records; ensuring employee, position and compensation data are consistently correct.

Oversee the annual processing and renewal of professional employees' electronic contracts. Act as NSHE's point of contact for business process input and functioning as Subject Matter Expert (SME) for multiple roles within Workday, including participation in meetings and discussions.

  • Preparing all personnel and payroll documents.
  • Establish and maintain processes and systems to effectively manage payroll, electronic contracts, employee data, and records for administrative professional, classified, temporary and student employees.
  • Resolve Workday issues and assist the Workday team when testing is requested or necessary for Workday updates or semiannual releases.
  • Prepare all personnel / payroll transactions in Workday; ensuring all required documents are included or attached in the business processes.
  • Identify human resource opportunities that support the NSHE's mission and strategic objectives.
  • Assisting employees and supervisors in managing conflict resolution.
  • Developing and maintaining active compliance with all non-discrimination and anti-harassment employment laws and policies.
  • Researching national and regional employment trends and conducting needs assessment on human resource issues to ensure NSHE maintains best practices.
  • Conducting salary, reclassifications, and position leveling studies.
  • Compensation and Classification - Receive and track requests for position changes. Conduct initial review of classification and compensation.

Salary administration processing; including development of merit distribution plans, COLA, and documentation for promotions and salary adjustments.

  • Responsible for employee life cycle from hire to separation / retirement. Ensuring positive employee experience. Conduct exit interviews.
  • Benefits Administration and Oversight :
  • Conduct new hire and retiree benefits counseling.
  • Serve as leave administrator; Time Off and Leave of Absence processes in Workday, FMLA and Catastrophic Leave
  • Coordinate PEBP Open Enrollment for System Administration
  • NSHE Data Management and Reporting :
  • Responsible for the receipt and completion of data requests such as VETS 4212, SHEEO, IPEDS, NSHE Catastrophic Leave Report, CHRONICLE of HIGHER ED, and other internal and external data requests.

Ensure completion of the NSHE AA / EEO annual report. Annual tracking of data needed for report completion and compliance.

Serving as an expert resource and advisor to the Chief Human Resources Officer (CHRO) on employment matters, including, but not limited to, such areas as employment contracts, employee relations, payroll, compensation, leave, benefits, and recruitment practices.
