Job Details Description Salary range is $k to $k, with a midpoint of $k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE : Under general direction, the Project Close-out Director manages, plans, resources, directs and coordinates or performs final project delivery efforts for multiple projects sponsored by multiple departments.

Responsible for supporting effective asset transition to operations, completion of follow-on scopes of work and ensuring timely project close-out.

In close collaboration with project delivery teams, the Asset Transition Office and other agency-wide staff, the Project Close-out Director is responsible for advising the project teams of processes and agency priorities, identifying and prioritizing required monetary and staff resources, and prioritizing department subject matter expertise necessary for project transition and close out.

The Project Close-out Director is accountable for achieving performance standards set by the Strategic Business and Portfolio Services departments for DECM-led close out across all assigned system expansion and service delivery funded projects.

The Project Close-out Director is also responsible for regular reporting of progress with a focus on transparency to peers across the agency, executive leadership and the Sound Transit board of directors.

ESSENTIAL FUNCTIONS : The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Develop a DECM specific closeout plan by coordinating with key agency divisions and using relevant agency-wide policies, processes, and project delivery procedures as guidelines.

Manages delivery of warranty repair and follow-up on scopes of work when necessary and assigns or identifies appropriate personnel and consultants to supplement project teams in close out phase.

Advises project managers or directors across department regarding planning, resourcing, and execution of scope between transition to operations (Gate 5) and final project close out (Gate 6).

Collaborates with diverse staff in different areas of expertise, multiple stakeholders and facilitates cooperation.Works closely with agency staff across disciplines including, but not limited to Asset Transition Office, Operations, Facilities, Service Planning, Project Delivery, Safety, Information Technology, Procurement, Contracts & Agreements, Legal, and Passenger Experience teams to coordinate project transition and close out activities.

Develops and communicates a rolling quarterly and multi-year schedule for planned project close out activities, that includes an integrated critical path defined schedule including contract needs, staffing requirements, budget needs, public notification and / or third-party partner support and issue resolution needs.

Holistically manages the close out of projects assigned to the DECM department and develops management tools and guidance resources for project teams.

Regularly presents and reports on progress on various projects and initiatives to executive leadership, the Federal Transit Administration (FTA) or their project management and oversight representatives (PMOC) and potentially the Sound Transit board.

Oversees and manages executive leadership level meetings and forums or other coordination necessary to prioritize and keep work moving forward and resolve issues or challenges.

Develops and prepares recommendations to executive leadership on prioritization of projects and resources to ensure transition and close out dates are achieved.

Provides strategic oversight and input into project development, prioritization, establishment of baseline, project delivery, and resource allocation to support future transition and close out activities.

Lead role in contract solicitations and management of consultants or contractors as needed. Exercises independent judgment, takes initiative, and makes informed decisions within defined guidelines.

Ensures delivery of the work aligns with the agency’s workflows for project conduct, delivery, performance, and organization’s cultural expectations are carried out in delivery of work product.

Develops and implements strategic direction and work plans for delivery of portfolio of projects. Implements measures to monitor contract performance for those contracts that support delivery of this work to ensure timely and efficient delivery.

MINIMUM QUALIFICATIONS : Education and Experience : Bachelor’s degree in Engineering, Architecture, Project Management, Facilities Management, Construction Science / Management, Public Administration or closely related field.

Eight years of experience in construction project or program management activities or managing and directing facilities and operations for large complex programs / organization;

Or an equivalent combination of education and experience. Required Licenses or Certifications : Valid state driver's license.

This position may be required to make trips between Sound Transit facilities and project construction sites that are not readily accessible by transit during the workday.

They may also require use of agency vehicle to travel and transport materials and equipment between Union Station, project sites and Sound Transit facilities.

Preferred Licenses or Certifications : Current registration as a Professional Engineer or Architect issued by the State of Washington.

Certified Construction Manager as issued by the Construction Management Certification Institute.Project Management Professional (PMP), Design-Build Institute of America (DBIA) or similar certification.

Required Knowledge and Skills : Ability to identify, analyze, and address a wide variety of issues and problems in a mature and highly professional manner in a high-intensity, complex, and fast-paced environment.

Demonstrated experience with and understanding of construction contracts, contract administration, warranties, and administrative close out requirements.

Demonstrated ability to generate, manage, and keep updated a complex schedule of changing components.Demonstrated understanding of risk assessment and risk management.

Ability to translate project level needs to broader strategic and agency objectives.Ability to work effectively under pressure, meet deadlines, and adjust to changing and competing priorities.

Applying advanced principles and practices of leading, coaching, and mentoring staff.Applying advanced project management and program development techniques and principles.

Applying appropriate oral and written communication techniques to various individuals ranging from Agency employees, contractors, the general public, government, and elected officials.

General understanding of bus, commuter rail, light rail operations, facilities or maintenance characteristics, services, and activities.

Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, and procedures for the department and agency within a matrixed management environment.

Data gathering, analysis, and visualization for communication purposes and to support decision making and transparency of decisions.

Demonstrated ability to think, plan, and communicate strategically. Developing and overseeing complex programs that interface with multiple parts of the agency simultaneously.

Developing consistent yet adaptive processes that prioritize efficiency, information accuracy, and safety. Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

Identifying and responding to sensitive community and organizational issues, concerns, and needs.Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Organization, attention to detail, and follow-through on small and large tasks.English language usage, spelling, grammar, and punctuation.

Preferred Knowledge and Skills : Knowledge of design, engineering, construction, and systems integration. Facility maintenance and planning principles.

Knowledge of Federal Transit Administration project management requirements.Knowledge of transit service planning and delivery.

Knowledge of critical transit assets and systems integration.Familiarity with system safety and certification processes.Experience in manufacturing or passenger service operating environments.

Physical Demands / Work Environment : Work is performed in a hybrid office environment with occasional operating railroad or project and active construction site visits.

Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and / or extreme noise.

Position is responsible for site visits, inspections, and site punch list walks where the candidate must be able to perambulate environment of varying degrees of completeness;

may be subject to standing, talking, seeing, walking, and carrying and lifting of objects up to 25 pounds. The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
